City Development Index
The City Development Index (CDI) was developed for the Second United Nations Conference on Human Settlements (Habitat II) in 1996 and measures the level of development in cities. The United Nations Human Settlements Programme (United Nations Human Settlements Programme, UN-Habitat) used the indicator to rank cities of the world according to their level of development. The CDI is based on five sub indices: infrastructure, waste, health, education and city product. It was invented by Joe Flood (policy analyst), Dr Joe Flood, first Coordinator of the Urban Indicators Program, following a statistical analysis of city indicators data. United Nations Human Settlements Programme
The United Nations Human Settlements Programme (UN-Habitat) is the United Nations programme for human settlements and sustainable urban development. It was established in 1977 as an outcome of the first United Nations Conference on Human Settlements and Sustainable Urban Development (Habitat I) held in Vancouver, Canada, in 1976. UN-Habitat maintains its headquarters at the United Nations Office at Nairobi, Kenya. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Development Group. The mandate of UN-Habitat derives from the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) in Istanbul, Turkey, in 1996. Joe Flood (policy Analyst)
Joe Flood (born 28 July 1950) is a policy, data analyst and mathematician. He has made contributions to mathematics, housing and urban economics, urban indicators, slum studies, climate change and genetic genealogy at every layer of Australian government. He worked in CSIRO from 1977 to 1993, where he conducted about 25 research projects for every level of government in Australia during 1984-93. His research contributed to several major changes in Australia’s housing policy. With university partners, he established the Australian Housing and Urban Research Institute (AHURI) in 1993. Flood joined UN-Habitat in Nairobi from 1994–96, where he devised a system of urban indicators that was collected in over 250 cities around the world. He was the originator of the City Development Index and the Global Urban Observatory.
