Charter 97
Charter 97 ( be, Хартыя'97; russian: Хартия'97) is a declaration calling for democracy in Belarus and a pro- human rights news site taking its inspiration from the declaration. The document – the title of which deliberately echoes the Czechoslovak human rights declaration Charter 77 20 years earlier – was created on the anniversary of a referendum held in 1996, and which, in the words of the organization of the same name, declares: "devotion to the principles of independence, freedom and democracy, respect to the human rights, solidarity with everybody, who stands for elimination of dictatorial regime and restoration of democracy in Belarus". Belarusian journalist Pavał Šaramiet acted as the group's spokesman at the declaration's public launch. Charter 97, as a citizens' human rights organisation based on the principles outlined in this document, is a non-partisan organisation which has organised protest rallies and has provided a springboard for other democ ...

2011 Belarusian Protests
The 2011 Belarusian protests were a series of peaceful protests by demonstrators in Belarus demanding the resignation of current Belarusian president Alexander Lukashenko, who had been the president of Belarus since 1994. Belarus is an authoritarian state, and in May 2011 presidential candidate Andrei Sannikov was sentenced to five years in prison for taking part in the 2010 presidential election. Lukashenko claimed he won with almost 80% of the vote. Background Much of the protesting fervor stemmed from a rapidly degrading economy that Belarus had been facing in the months before the protests. Protests 8 June *In the first protest actions, at 7 p.m. on Kastrychnitskaya Square in Minsk, about 400 people gathered together in response to an appeal on the Internet to come to the main squares of cities to take part in the silent protest action "Revolution Through the Social Network". Politics Of Belarus
The politics of Belarus takes place in a framework of a presidential republic with a bicameral parliament. The President of Belarus is the head of state. Executive power is nominally exercised by the government, at its top sits a ceremonial prime minister, appointed directly by the President. Legislative power is ''de jure'' vested in the bicameral parliament, the National Assembly, however the president may enact decrees that are executed the same way as laws, for undisputed time. During Soviet times, present day Belarus had a communist political system that was constitutionally defined as a Marxist–Leninist single party socialist republic guided in part by the political ideas of Karl Marx, one of the fathers of historical materialism, as well as by Friedrich Engels and Vladimir Lenin. The sole legal governing party was the Communist Party of Byelorussia (CPB), which was permitted according to the constitution. Belarus' declaration of sovereignty on 27 July 1990 did n ...

Belarusian Opposition
The Belarusian opposition consists of groups and individuals in Belarus seeking to challenge, from 1988 to 1991, the authorities of Soviet Belarus, and since 1995, the leader of the country Alexander Lukashenko, whom supporters of the movement often consider to be a dictator. Supporters of the movement tend to call for a parliamentary democracy based on a Western model, with freedom of speech and political and religious pluralism. Background The modern Belarusian democracy movement originated in the late 1980s when Mikhail Gorbachev's Perestroika and the Chernobyl disaster exposed the serious shortcomings of the Soviet system and galvanized a significant section of Belarusians around the issues of environment, de-Stalinization, national revival and democratic change. The dissolution of the Soviet Union brought about a brief period of democracy from 1991 to 1994. However, since his election in 1994, Alexander Lukashenko established an authoritarian rule creating a politic ...

Charter 08
Charter 08 is a manifesto initially signed by 303 Chinese dissident intellectuals and human rights activists. It was published on 10 December 2008, the 60th anniversary of the Universal Declaration of Human Rights, adopting its name and style from the anti-Soviet Charter 77 issued by dissidents in Czechoslovakia. Since its release, more than 10,000 people inside and outside China have signed the charter. After unsuccessful reform efforts in 1989 and 1998 by the Chinese democracy movement, Charter 08 was the first challenge to one-party rule that declared the end of one-party rule to be its goal; it has been described as the first one with a unified strategy. In 2009, one of the authors of Charter 08, Liu Xiaobo, was sentenced to eleven years' imprisonment for "inciting subversion of state power" because of his involvement. A year later, Liu was awarded the 2010 Nobel Peace Prize by the Norwegian Nobel Committee. Seven years later in July 2017, he died of terminal liver cancer ...

Statistical Error
In statistics and optimization, errors and residuals are two closely related and easily confused measures of the deviation of an observed value of an element of a statistical sample from its "true value" (not necessarily observable). The error of an observation is the deviation of the observed value from the true value of a quantity of interest (for example, a population mean). The residual is the difference between the observed value and the ''estimated'' value of the quantity of interest (for example, a sample mean). The distinction is most important in regression analysis, where the concepts are sometimes called the regression errors and regression residuals and where they lead to the concept of studentized residuals. In econometrics, "errors" are also called disturbances. Introduction Suppose there is a series of observations from a univariate distribution and we want to estimate the mean of that distribution (the so-called location model). In this case, the errors are the ...

Denial Of Service
In computing, a denial-of-service attack (DoS attack) is a cyber-attack in which the perpetrator seeks to make a machine or network resource unavailable to its intended users by temporarily or indefinitely disrupting services of a host connected to a network. Denial of service is typically accomplished by flooding the targeted machine or resource with superfluous requests in an attempt to overload systems and prevent some or all legitimate requests from being fulfilled. In a distributed denial-of-service attack (DDoS attack), the incoming traffic flooding the victim originates from many different sources. More sophisticated strategies are required to mitigate this type of attack, as simply attempting to block a single source is insufficient because there are multiple sources. A DoS or DDoS attack is analogous to a group of people crowding the entry door of a shop, making it hard for legitimate customers to enter, thus disrupting trade. Criminal perpetrators of DoS attacks ...
