Charles Todhunter
Sir Charles George Todhunter (16 February 1869 – 1 March 1949) was a British civil servant in British India. Todhunter was of New Zealand background and educated in England at Aldenham School and King's College, Cambridge. He joined the Indian Civil Service in 1888 and was assigned to the Madras Presidency. He was Deputy Commissioner for salt, ''abkari'' (excise duties) and Customs duties, customs, and then Secretary of the Board of Revenue. He was then responsible for the reorganisation of customs and excise arrangements in much of India and was then appointed Director-General of Excise and Salt of the British Raj, Government of India. Returning to Madras, he was successively a member of the Board of Revenue, Chief Secretary to the Government, and a member of the Governor of Madras, Governor's Executive Council. The Most Exalted Order of the Star of India is an order of chivalry founded by Queen Victoria in 1861. The Order includes members of three classes: # Knight Grand Commander (GCSI) # Knight Commander ( KCSI) # Companion ( CSI) No appointments have been made since the 1948 New Year Honours, shortly after the Partition of India in 1947. This is a list of the governors, agents, and presidents of colonial Madras, initially of the English East India Company, up to the end of British colonial rule in 1947. English Agents In 1639, the grant of Madras to the English was finalized between the factors of the Masulipatnam (now Machilipatnam) factory (trading post), represented by Francis Day, and the Raja of Chandragiri. In 1640, Andrew Cogan, the chief of the Masulipatnam factory, made his way to Madras in the company of Francis Day and the English and Indian employees of the Masulipatnam factory. The Agency of Madras was established on 1 March 1640 and Cogan was made the first Agent. The official title was 'Governor of Fort St George' and the Governor was usually referred to as Agent.
