Charles Philip Littlejohn
Charles Philip Littlejohn (11 January 1923 – 14 September 2014) was the eleventh Clerk of the New Zealand House of Representatives ("Clerk of the House"). As Clerk of the House he was head of the Legislative Department, responsible for administrative services to Parliament prior to the creation of the Parliamentary Service in 1985 and the Office of the Clerk of the House of Representatives in 1988. After studying at the Karangahake and Waitakere Primary Schools, Warkworth District High School and Helensville District High School, Littlejohn began his career in the public service on 26 February 1940, when he was appointed as a Clerical Cadet with the Lands and Survey Department in Auckland. After serving from 1941 to 1945 in the Royal New Zealand Air Force during the Second World War he returned to a clerical position with Lands and Survey and on 9 May 1950 he was appointed as a Section Clerk at the department's head office in Wellington. The clerk of the New Zealand House of Representatives is an officer of the New Zealand House of Representatives and is the principal officer (chief executive) of the Office of the Clerk of the House of Representatives. Role The clerk of the House of Representatives advises the speaker of the New Zealand House of Representatives and members of parliament on matters of parliamentary procedure. Other functions of the clerk of the House include: to record the proceedings and decisions of the House, to certify bills ready for royal assent, to issue the Order Paper (order of business) for each sitting day, to administer the oath or affirmation of allegiance for members of Parliament after a general election, and to oversee the provision of secretariat services for the House and its committees. Beehive (New Zealand)
The Beehive ( mi, Te Whare Mīere) is the common name for the Executive Wing of New Zealand Parliament Buildings, located at the corner of Molesworth Street and Lambton Quay, Wellington. It is so-called because its shape is reminiscent of that of a traditional woven form of beehive known as a "skep". It is registered as a Category I heritage building by Heritage New Zealand. Construction began in 1969 and was completed in 1981. Since 1979, the building has housed the offices of government ministers. Thus, the name "Beehive" is closely linked with the New Zealand Government. It is often used as a metonym for the New Zealand leadership at large, with "the 9th floor" specifically referring to the office of the prime minister, which is based on that floor. Parliamentary privilege is a legal immunity enjoyed by members of certain legislatures, in which legislators are granted protection against civil or criminal liability for actions done or statements made in the course of their legislative duties. It is common in countries whose constitutions are based on the Westminster system.
