Charles J. Boatner
Charles Jahleal Boatner (January 23, 1849 – March 21, 1903) was a U.S. Representative from Louisiana. Born in Columbia in Caldwell Parish, Louisiana, Boatner completed preparatory studies and the law. He was admitted to the bar in 1870. He was a member of the Louisiana State Senate from 1876 until May 1878. He married Frances Rowena Mayo, the daughter of Oren Mayo and Deborah J. Spencer, of Louisiana. Her father moved from Watertown, N. Y., to Louisiana, about 1840. Frances Rowena Mayo descended from Revolutionary parentage. Her grandfather was an officer in the War of 1812, and his grandfather in the Revolution. The family emigrated from England, not exactly on the Mayflower, but very soon thereafter. Louisiana State Senate
The Louisiana State Senate (french: Sénat de Louisiane) is the upper house of the state legislature of Louisiana. All senators serve four-year terms and are assigned to multiple committees. Composition The Louisiana State Senate is composed of 39 senators elected from single-member districts from across the state of Louisiana by the electors thereof. Senators must be a qualified elector (registered voter), be at least eighteen years of age, be domiciled in their district for at least one year, and must have been a resident of the state for at least two years. The senate is the judge of its members' qualifications and elections. All candidates for a senate seat in a district run in a nonpartisan blanket primary and in a runoff if necessary. The Louisiana House of Representatives (french: link=no, Chambre des Représentants de Louisiane) is the lower house in the Louisiana State Legislature, the state legislature of the U.S. state of Louisiana. This chamber is composed of 105 representatives, each of whom represents approximately 42,500 people (2000 figures). Members serve four-year terms with a term limit of three terms (twelve years). The House is one of the five state legislative lower houses that has a four-year term, as opposed to the near-universal two-year term. The House convenes at the State Capitol in Baton Rouge.
