Charles H. Parker
Charles H. Parker (November 16, 1814March 3, 1890) was an American cutler, manufacturer, politician, and Wisconsin pioneer. He was the 5th and 21st mayor of Beloit, Wisconsin, serving from 1861 to 1862 and from 1884 to 1887. He also represented Beloit for three terms in the Wisconsin State Assembly (1868, 1869, 1878). For most of his political career he was a Republican, but he was a Greenbacker for his 1878 legislative term. Background Parker was born in Newton, Massachusetts, on November 16. 1814, and received a common school education. His father was a sea captain, and died when Charles was a small boy. His family moved to Dedham, Massachusetts, when he was ten years old and to Canton, Massachusetts, when he was sixteen. He moved to Concord, New Hampshire, in 1837, where he was a cutler for some time. Beloit, Wisconsin
Beloit is a city in Rock County, Wisconsin, United States. As of the 2020 census, the city had a population of 36,657 people. History Twelve men in Colebrook, New Hampshire, created the "New England Emigrating Company" in October 1836 and sent Horace White to find a suitable region of Wisconsin in which to settle. The level fields and the water power of Turtle Creek and "unlimited gravel" in the area around what is now Beloit fixed the site of the village and farms. White purchased the land. At the same time as the Colebrook settlers, six families from Bedford, New Hampshire, arrived and settled in the region. They said the Rock River Valley had a "New England look" that made them feel at home. The village was platted in 1838 and was planned with wide streets, building on the New England model. 31st Wisconsin Legislature
The Thirty-First Wisconsin Legislature convened from to in regular session, and later re-convened from June 4 to June 7, 1878, in special session, to complete the revision of the statutes. This was the first extra session of the Wisconsin Legislature since 1862. This was the first and only session of the Legislature to have an Speaker of the Wisconsin State Assembly, Assembly speaker from the Greenback Party—Augustus Barrows. Despite the Greenbackers holding only 13% of the Assembly seats, neither major party had enough seats to form a majority without Greenback support. The Democrats thus formed a coalition with the Greenbacks for the 31st Legislature with Barrows acting as speaker. Senators representing even-numbered districts were newly elected for this session and were serving the first year of a two-year term. Assembly members were elected to a one-year term.
