Charles-Émile Freppel
Charles-Émile Freppel (1 June 1827 – 12 December 1891), French bishop and politician, was born at Obernai (Alsace). He was ordained priest in 1849 and for a short time taught history at the seminary of Strasbourg, where he had previously received his clerical training. In 1854, he was appointed professor of theology at the Sorbonne, and became known as a successful preacher. He went to Rome in 1869, at the instance of Pius IX, to assist in the steps preparatory to the promulgation of the dogma of papal infallibility. He was consecrated bishop of Angers in 1870. During the Franco-German war, Freppel organized a body of priests to minister to the French prisoners in Germany, and penned an eloquent protest to the emperor William I. against the annexation of Alsace-Lorraine. In 1880 he was elected deputy for Brest and continued to represent it until his death. Tonkin
Tonkin, also spelled ''Tongkin'', ''Tonquin'' or ''Tongking'', is an exonym referring to the northern region of Vietnam. During the 17th and 18th centuries, this term referred to the domain ''Đàng Ngoài'' under Trịnh lords' control, including both the Northern and Thanh- Nghệ regions, north of the Gianh River. From 1884 to early 1945, this term was used for the French protectorate of Tonkin, composed of only the Northern region. Names "Tonkin" is a Western rendition of 東京 ''Đông Kinh'', meaning 'Eastern Capital'. This was the name of the capital of the Lê dynasty (present-day Hanoi). Locally, Tonkin is nowadays known as ''miền Bắc'', or ''Bắc Bộ'' (北部), meaning ' Northern Region'. Legitimists
The Legitimists (french: Légitimistes) are royalists who adhere to the rights of dynastic succession to the French crown of the descendants of the eldest branch of the Bourbon dynasty, which was overthrown in the 1830 July Revolution. They reject the claim of the July Monarchy of 1830–1848 which placed Louis Philippe, Duke of Orléans, head of the Orléans cadet branch of the Bourbon dynasty, on the throne until he too was dethroned and driven with his family into exile. Following the movement of Ultra-royalists during the Bourbon Restoration of 1814, Legitimists came to form one of the three main right-wing factions in France, which was principally characterized by its counter-revolutionary views. According to historian René Rémond, the other two right-wing factions were the Orléanists and the Bonapartists.
