Waterloo is a city in and the county seat of Black Hawk County, Iowa, United States. As of the 2020 United States Census the population was 67,314, making it the eighth-largest city in the state. Order Of The Arrow
The Order of the Arrow (OA) is the honor society of the Boy Scouts of America (BSA), composed of Scouts and Scouters who best exemplify the Scout Oath and Law in their daily lives as elected by their peers. The society was created by E. Urner Goodman, with the assistance of Carroll A. Edson, in 1915 as a means of reinforcing the Scout Oath and the Scout Law. It uses imagery commonly associated with American Indian cultures for its self-invented ceremonies. These ceremonies are usually for recognition of leadership qualities, camping skills, and other scouting ideals as exemplified by their elected peers. Influenced by Scout camp customs, the OA uses "safeguarded" (privy only to members) symbols, handshakes, and private rituals to impart a sense of community. Central Region (Boy Scouts Of America)
For administrative purposes, the Boy Scouts of America was divided into four regions — Central, Southern, Western, and Northeast. Each region was then subdivided into areas. Central Region covered the states of Iowa, Illinois, Kansas, Michigan, Minnesota, Missouri, North Dakota, Ohio, Wisconsin, and parts of Indiana, Kentucky, Montana, Nebraska, South Dakota, Virginia, and West Virginia. Each region had a volunteer president, assisted by volunteer officers and board members, and the day-to-day work of Scouting was managed by the regional director, assistant and associate regional directors, and area directors.
