The Federal Office of Sport (FOSPO) is the Swiss federal government's centre for expertise in sports and a part of the Swiss Federal Department of Defence, Civil Protection and Sports. Its mission is to promote sports and exercise in all age groups and at all levels of ability across Switzerland, its cantons and regions. It creates optimum conditions for active participation in sports and exercise that go beyond social and cultural boundaries. In a corporation, a stakeholder is a member of "groups without whose support the organization would cease to exist", as defined in the first usage of the word in a 1963 internal memorandum at the Stanford Research Institute. The theory was later developed and championed by R. Edward Freeman in the 1980s.
