The Center for International Education (CIE) is a program within the Department of Education Policy, Research and Administration (EPRA) in the School of Education at the University of Massachusetts-Amherst. CIE is closely integrated with the academic program in International education offered by EPRA. Center members consist of faculty, staff, current students, and graduates. International education refers to a dynamic concept that involves a journey or movement of people, minds, or ideas across political and cultural frontiers. It is facilitated by the globalization phenomenon, which increasingly erases the constraints of geography on economic, social and cultural arrangements. International development or global development is a broad concept denoting the idea that societies and countries have differing levels of economic or human development on an international scale. It is the basis for international classifications such as developed country, developing country and least developed country, and for a field of practice and research that in various ways engages with international development processes. Literacy in its broadest sense describes "particular ways of thinking about and doing reading and writing" with the purpose of understanding or expressing thoughts or ideas in written form in some specific context of use. Fragile State
A fragile state or weak state is a country characterized by weak state capacity or weak state legitimacy leaving citizens vulnerable to a range of shocks. The World Bank, for example, deems a country to be ‘fragile’ if it (a) is eligible for assistance (i.e., a grant) from the International Development Association (IDA), (b) has had a UN peacekeeping mission in the last three years, and (c) has received a ‘governance’ score of less than 3.2 (as per the Country Policy and Institutional Assessment (CPIA) index of The World Bank). A more cohesive definition of the fragile state might also note a state's growing inability to maintain a monopoly on force in its declared territory. Capacity Building
Capacity building (or capacity development, capacity strengthening) is the improvement in an individual's or organization's facility (or capability) "to produce, perform or deploy". The terms ''capacity building'' and ''capacity development'' have often been used interchangeably, although a publication by Development Assistance Committee, OECD-DAC stated in 2006 that ''capacity development'' was the preferable term.
