Central Statistics Office (Ireland)
The Central Statistics Office (CSO; ga, An Phríomh-Oifig Staidrimh) is the statistical agency responsible for the gathering of "information relating to economic, social and general activities and conditions" in Ireland, in particular the National Census which is held every five years. History The CSO was established on a statutory basis in 1994 to reduce the number of separate offices responsible for collecting statistics for the state. 2022 Census Of Ireland
The 2022 census of Ireland was held on Sunday, 3 April 2022. It was organised by the Central Statistics Office (CSO) and reported a total population of 5,123,536, or a 7.6% increase since the prior 2016 census. It is the highest population recorded in a census since 1841 and the first time the population exceeded five million since 1851. A census was originally planned for 18 April 2021, but was postponed due to the COVID-19 pandemic. Background On 15 September 2020, the Irish government postponed the planned 2021 census on advice from the CSO, citing concerns for public health, the health of CSO staff, and the census response rate, all pertaining to the COVID-19 pandemic in Ireland. Dáil Constituencies
There are 39 multi-member electoral districts, known as Dáil constituencies, that elect 160 TDs (members of parliament), to Dáil Éireann, Ireland's lower house of the Oireachtas, or parliament, by means of the single transferable vote, to a maximum term of five years. Electoral law Article 16.2 of the Constitution of Ireland outlines the requirements for constituencies. The total number of TDs is to be no more than one TD representing twenty thousand and no less than one TD representing thirty thousand of the population, and the ratio should be the same in each constituency, as far as practicable, avoiding malapportionment. The Electoral Reform Act 2022 is a law of Ireland which amended electoral law and provided for the establishment of an electoral commission titled An Coimisiún Toghcháin (). 2021 draft bill Negotiations after the February 2020 general election led to the formation in June of a Fianna Fáil–Fine Gael–Green coalition, whose programme for government promised an electoral commission by the end of 2021. Malcolm Noonan was appointed as Minister of State at the Department of Housing, Local Government and Heritage with responsibility for heritage and electoral reform. The Department of Housing, Local Government and Heritage produced the general scheme of an Electoral Reform Bill, which was approved by the cabinet on 30 December 2020 and published on 8 January 2021. The Electoral Commission () in Ireland, is an election commission that is due to be established by order of the Minister for Housing, Local Government and Heritage to oversee the conduct of all elections in the state under the Electoral Reform Act 2022. The commission will assume a range of responsibilities currently distributed among various government departments, statutory agencies and components of the Oireachtas (parliament). A proposal on an electoral commission was first considered in a government report commissioned in 2008, and was developed by a series of governments since then, before the publication of heads of bill in 2021. The Constituency Commission ( ga, An Coimisiún um Thoghlaigh) is an independent commission in Ireland which advises on redrawing of constituency boundaries of Dáil constituencies for the election of members to Dáil Éireann (the lower house of the Oireachtas, the national parliament) and the European Parliament. Each commission is established by the Minister for Housing, Local Government and Heritage after the census, submits a non-binding report to the Oireachtas, and is dissolved. A separate but similar Local Electoral Area Boundary Committee fulfils the same function for local electoral area boundaries of local government areas.
