Leatherstocking Council is the Boy Scouts of America council which serves Herkimer, Oneida and Madison counties as well as part of Hamilton, Otsego, Delaware and Lewis counties in the state of New York. History In 2001, the ''Land of the Oneidas Council'' and ''General Herkimer Council'' merged, forming the ''Revolutionary Trails Council'', which provided Scouting to Herkimer, Oneida and Madison counties as well as part of Hamilton, Otsego and Lewis counties. In 2016, the ''Revolutionary Trails Council'' merged with the ''Otschodela Council'', forming the new Leatherstocking Council. The Leatherstocking Council supports Scouting families across Delaware, Hamilton, Herkimer, Lewis, Oneida, Otsego and Schoharie counties. The Order of the Arrow (OA) is the honor society of the Boy Scouts of America (BSA), composed of Scouts and Scouters who best exemplify the Scout Oath and Law in their daily lives as elected by their peers. The society was created by E. Urner Goodman, with the assistance of Carroll A. Edson, in 1915 as a means of reinforcing the Scout Oath and the Scout Law.
