The Parliament of the Cayman Islands is the unicameral legislature of the British Overseas Territory of the Cayman Islands. It is composed of 21 members; 19 elected members for a four-year term and two members ''ex officio''. The Governor may at any time, by Proclamation, prorogue or dissolve the Parliament. The Governor shall dissolve the Parliament at the expiration of four years from the date when the Parliament first meets after any general election unless it has been sooner dissolved. Darwin Kurt Tibbetts, OBE (born 2 March 1954) is a Caymanian politician and former Leader of Government Business in the Cayman Islands. Tibbetts served as leader of the People's Progressive Movement party from August 2002 – February 2011. Tibbetts served as an elected member for the district of George Town, serving six terms in the Legislative Assembly of the Cayman Islands. Early life Tibbetts was born in Jamaica for medical reasons. After his birth, he returned to the family home in Cayman Brac until he was sent away to Jamaica for schooling at age 7, where he attended St. George's College, Jamaica. The People's Progressive Movement is a political party in the Cayman Islands currently headed by Roy McTaggart. History The People's Progressive Movement was founded in 2002. The founding members of the Party, which included Parliamentarians Kurt Tibbetts, Alden McLaughlin, Anthony Eden and Arden McLean, together with Lucille Seymour and many other "Movers and Shakers", committed to the ideals of principle-led governance, full participatory democracy, the formulation of a national development plan and a long term vision of where they wanted to take the country.
