Catering (constituency)
The Catering functional constituency () is a functional constituency in the elections for the Legislative Council of Hong Kong. It was created for the 2000 Legislative Council election to replace the Urban Council and Regional Council constituencies. The constituency is composed of bodies of several catering associations. It is also corresponding to the Catering Subsector in the Election Committee. Since its creation, it has been held by Liberal Party's Tommy Cheung. A similar Hotels and Catering functional constituency was created for the 1995 election by the then governor Chris Patten with a much larger electorate base which composed of almost 70,000 voters. Functional Constituency (Hong Kong)
In the political systems of Hong Kong, a functional constituency is a professional or special interest group involved in the electoral process. Eligible voters in a functional constituency may include natural persons as well as other designated legal entities such as organisations and corporations. (See: legal personality) History The concept of functional constituencies (FC) in Hong Kong was first developed in the release of "Green Paper: A Pattern of District Administration in Hong Kong" on 18 July 1984 when indirect elections were introduced to the Legislative Council for the first time. The paper suggested that the Legislative Council create 24 seats with 12 seats from different professional interest groups. Josephine Chan Shu-ying
Josephine Chan Shu-ying (; born 18 November 1958) is a Hong Kong politician and former chairman of the Tuen Mun District Council. As a Democratic Party member, Chan has been member of the Tuen Mun District Council from 1994 to 2015 and again from 2020 to 2021 for Siu Hong constituency and former member of the Regional Council. Biography Chan was graduated from University of Hong Kong in 1982 and became a secondary school teacher at Buddhist Sum Heung Lam Memorial College, where she met her husband Lee Wing-tat. She married Lee in 1984 but divorced in 1990 and remarried Lee in 2001. Chan was first elected to the Tuen Mun District Board in the 1994 election, where she won a seat in Siu Hong. She was consecutively re-elected for four occasions, but lost to Mo Shing-fung of the pro-Beijing Democratic Alliance for the Betterment and Progress of Hong Kong (DAB). 2012 Hong Kong Legislative Election
The 2012 Hong Kong Legislative Council election was held on 9 September 2012 for the 5th Legislative Council (LegCo) since the establishment of the Hong Kong Special Administrative Region. The election was for the new total of 70 seats in LegCo, ten more than previously, with 35 members elected in geographical constituencies through direct elections, and 35 members in functional constituencies. Under new arrangements agreed in a contentious LegCo vote in 2010, five District Council (Second) functional constituency seats each represent all 18 District Councils of Hong Kong voted for by all resident voters in Hong Kong (who did not have a vote in any other functional constituency), effectively increasing the number of seats elected with universal suffrage to 40. 2008 Hong Kong Legislative Election
The 2008 Hong Kong Legislative Council election was held on 7 September 2008 for the 4th Legislative Council since the establishment of the Hong Kong Special Administrative Region. There were 60 seats in the 4th Legislative Council, with 30 members elected by geographical constituencies through direct elections, and 30 members by functional constituencies. Candidates for 14 functional constituency seats were unopposed. The turnout rate was 45 percent with 1.51 million voters casting the ballots, about 10 percent lower than the previous election in 2004. 2004 Hong Kong Legislative Election
The 2004 Hong Kong Legislative Council election was held on 12 September 2004 for members of the Legislative Council of Hong Kong (LegCo). The election returned 30 members from directly elected geographical constituencies and 30 members from functional constituencies, of which 11 were unopposed. An unprecedented number of 3.2 million people registered to vote in the election. The turnout rate was an unprecedented 55.6% with 1,784,406 voters casting ballots, beating the previous record set in 1998 by 200,000 votes. While pro-democratic opposition candidates gained new seats in the legislature, their gains fell short of their expectations. In the geographical constituencies, candidates from the pro-democratic camp secured 60 percent of the seats in the geographical sectors of the election, taking 18 seats (up from 17) in this category, and 62 percent of the popular vote.
