Carolus Wimmer (born 10 September 1948) is a German-Venezuelan communist Communism (from Latin la, communis, lit=common, universal, label=none) is a far-left sociopolitical, philosophical, and economic ideology and current within the socialist movement whose goal is the establishment of a communist society, a s ... politician and university professor. He is editor of its journal ''Debate Abierto'' (Open Debate), and a former member of the Latin American Parliament. Personal life It was in the 1970s when he became a citizen of Venezuela by naturalisation. Political career Wimmer has held a number of prominent government and political posts in Venezuela, becoming international advisor to the president of the National Assembly from 2001 until 2002, then director of international relations of the National Assembly from 2002 to 2005. German Venezuelans (german: Deutsch-Venezolaner; es, Germano-venezolanos) are Venezuelan citizens who descend from Germans or German people with Venezuelan citizenship. Most of them live in Caracas, Maracaibo, Valencia, Colonia agrícola de Turén, El Jarillo, and Colonia Tovar where a small-reduced and decreasing minority of people speak the Colonia Tovar dialect, a German-derived dialect from their ancestry, and the Spanish language. The Latin American Parliament (''Parlatino'') is a regional, permanent organization composed by the countries of Latin America and the Caribbean. It is a consultative assembly similar to the early European Parliament. Currently the institution is being considered to become the legislative organ of the Community of Latin American and Caribbean States. Origins, mandate, principles and purpose The Latin American Parliament (''Parlatino'') was created in 1964. Its current mandate is derived from the Treaty of Institutionalization which was ratified on 16 November 1987. National Assembly (Venezuela)
The National Assembly ( es, Asamblea Nacional) is the legislature for Venezuela that was first elected in 2000. It is a unicameral body made up of a variable number of members, who were elected by a "universal, direct, personal, and secret" vote partly by direct election in state-based voting districts, and partly on a state-based party-list proportional representation system. The number of seats is constant, each state and the Capital district elected three representatives plus the result of dividing the state population by 1.1% of the total population of the country. Three seats are reserved for representatives of Venezuela's indigenous peoples and elected separately by all citizens, not just those with indigenous backgrounds.
