Carlos Torres Caro
Carlos Alberto Torres Caro (born 14 September 1963) is a Peruvian lawyer and politician and a former Congressman representing Lima for the 2006â2011 term. Biography He was born in the province of Casma, department of Ancash, on September 14, 1963. Son of the history professor Marcos Torres Herrera and the literary educator and lawyer Blanca Caro Anduaga, the first woman in the history of Peru to lead a large unit boys' school with more than 200 teachers and 4000 students in three shifts. He is a lawyer and holds various degrees and titles. He is a Doctor of Law Cum Laude in the Specialty of Philosophy, Politics and Morals from the Complutense University of Madrid. Specialist in Human Rights Cum Laude, by the Institute of Human Rights of the Faculty of Law of the Complutense University of Madrid. 1992 Peruvian Democratic Constituent Congress Election
Elections for the Democratic Constituent Congress were held in Peru on 22 November 1992, Dieter Nohlen (2005) ''Elections in the Americas: A data handbook, Volume II'', p454 following a self-coup (known as the "autogolpe") by President Alberto Fujimori on 5 April.Nohlen, p449 The elections were boycotted by the American Popular Revolutionary Alliance, the second largest party in the Chamber of Deputies, and were won by Fujimori's Cambio 90â New Majority alliance, which took 44 of the 80 seats. The Congress drew up a new constitution, which was promulgated in 1993 after being approved in a referendum. 2016 Peruvian General Election
General elections were held in Peru on 10 April 2016 to determine the president, vice-presidents, composition of the Congress of the Republic of Peru and the Peruvian representatives of the Andean Parliament. In the race for the presidency, incumbent President Ollanta Humala was ineligible for re-election due to constitutional term limits. Popular Force candidate Keiko Fujimori, daughter of former President Alberto Fujimori, was the leading candidate in the first round with almost 40 per cent of the vote, but fell short of the 50 per cent majority required to avoid a second round. Peruvians for Change candidate Pedro Pablo Kuczynski narrowly beat Broad Front candidate VerĂłnika Mendoza to finish in second and earn a place in the second round.
