Carlos Jonguitud Barrios
Carlos Jongitud Barrios (November 4, 1924 – November 22, 2011) was a controversial Mexican union leader and governor of San Luis Potosí (1979–1985). For decades he was generally portrayed by the Mexican press as a gangsterish, ''de facto'' leader of the national teachers' union (in Spanish: ''Sindicato Nacional de Trabajadores de la Educación, SNTE''). Jongitud Barrios was born at Coxcatlán, San Luis Potosí, the son of Atanasio Jongitud Álvarez, a farmer. His mother was an elementary school teacher. He graduated as an elementary school teacher from the ''Escuela Normal'' in Ozuluama, Veracruz, and received a bachelor's degree in law from the National Autonomous University of Mexico. Jongitud joined the Revolutionary Institutional Party (PRI) in 1942, representing it twice in the Senate and once in the Chamber of Deputies. Mexicans ( es, mexicanos) are the citizens of the United Mexican States. The Mexican Institute for Social Security and Services for State Workers or Civil Service Social Security and Services Institute ( es, Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado, or ISSSTE) is a federal government organization in Mexico that administers part of Mexico's health care and social security systems, and provides assistance in cases of disability, old age, early retirement, and death (or IVCM, for ''invalidez, vejez, cesantía en edad avanzada, y muerte'') to federal workers. Unlike the Mexican Social Security Institute (or IMSS), which covers workers in the private sector, the ISSSTE is charged with providing benefits for federal government workers only. The Chamber of Deputies (Spanish: ''Cámara de Diputados'', ) is the lower house of the Congress of the Union, the bicameral parliament of Mexico. The other chamber is the Senate. The structure and responsibilities of both chambers of Congress are defined in Articles 50 to 70 of the constitution. History Bicameral legislature, including the Chamber of Deputies, was established on 4 October 1824. Unicameral Congress was in place from 7 September 1857 to 13 November 1874. After being drafted, one copy of the Declaration of Independence of the Mexican Empire was given to the Provisional Governmental Board, which was later put on display in the Chamber of Deputies until 1909, when fire destroyed the location. The governor of San Luis Potosí exercises the role of the executive branch of government in the Mexican state of San Luis Potosí, per the Political Constitution of the Free and Sovereign State of San Luis Potosí. The official title is Gobernador Constitucional del Estado Libre y Soberano de San Luis Potosí (Governor of the Free and Sovereign State of San Luis Potosí). The governor is democratically elected for a term of six years, and cannot be re-elected. The term begins of September 26 in the year of the election and terminates on September 25, six years later.
