Carlos Boloña
Carlos Boloña Behr (27 July 1950 – 17 October 2018) was a Peruvian economist and politician. He served as the Minister of Economy and Finance from 1991 to 1993, and again from July to November 2000 under the administration of President Alberto Fujimori. Biography Son of Carlos Boloña Roose and María Mercedes Behr Galuzzo, he completed his primary studies at the Colegio Inmaculado Corazón and his secondary studies at the Colegio Santa María Marianistas. He entered the Universidad del Pacífico, where he studied Economics. He earned a master's degree in economics from the University of Iowa and a doctorate in economics from the University of Oxford. It was part of the Instituto Libertad y Democracia, directed by Hernando de Soto. Career He was a consultant for the World Bank and the United States Agency for International Development (USAID). Vladimiro Lenin Ilich Montesinos Torres (born 20 May 1945) is a former long-standing head of Peru's intelligence service, National Intelligence Service (SIN), under President Alberto Fujimori. In the year 2000, the infamous "Vladi-videos" came to light through the television: they were secret videos recorded by Montesinos that showed him bribing elected congressmen into leaving the opposition and joining the pro-Fujimori group of the Congress. The ensuing scandal caused Montesinos to flee the country and prompted Fujimori's resignation. Subsequent investigations revealed Montesinos to be at the centre of a vast web of illegal activities, including embezzlement, graft, gunrunning, and drug trafficking. Valentín Toribio Demetrio Agustin Paniagua Corazao (23 September 1936 – 16 October 2006) was a Peruvian lawyer and politician who briefly served as President of Peru from 2000 to 2001. Elected President of Congress on 16 November 2000, he ascended to the presidency as incumbent Alberto Fujimori and both his Vice Presidents resigned by 22 November 2000. Due to Fujimori shortening his presidential term in order to expire on 28 July 2001, Paniagua's main task was to oversee the new elections. Paniagua was a longtime member of Popular Action, serving as Secretary General and Party President. Early life and education Paniagua's father was born in Bolivia but lived most of his life in Peru.
