Carlo Schmid-Sutter
Carlo Schmid-Sutter (born 11 March 1950 in Heiden, Switzerland) is a Swiss politician. Since 1984, he has been member of the cantonal government of Appenzell Innerrhoden. Schmid was a member of the Swiss Council of States from 1980 to 2007, and president of that chamber in 1999/2000. From 1992 to 1994, he presided the Christian Democratic People's Party of Switzerland (CVP/PDC). In this function, Schmid got caught-up in one of the most important referendums in contemporary Swiss politics: the vote on membership in the European Economic Area which was refused in 1992 by a slight majority of voting Swiss citizens. As chairman of the CVP-PDC, Carlo Schmid had to defend a position which went against his personal (Europe-skeptical) convictions. Heiden is a village and a municipality in the canton of Appenzell Ausserrhoden in Switzerland. Its Biedermeier village around the church square is listed as a heritage site of national significance. History Heiden is first mentioned in 1461 as ''guot genant Haiden''. Heiden, Lutzenberg, and Wolfhalden originally were parts of a single municipality named the Kurzenberg. Around 1650, Heiden and Wolfhalden could not agree about control over the local church. This led to the creation of a separate church in each village in 1652, making them independent. In 1658 the Kurzenberg was split into the three separate municipalities in defiance of the canton government. Their borders were officially established in 1666-67. Appenzell Innerrhoden (; in English sometimes Appenzell Inner-Rhodes) (german: Kanton Appenzell Innerrhoden rm, Chantun Appenzell Dadens; french: Canton d'Appenzell Rhodes-Intérieures; it, Canton Appenzello Interno) is one of the 26 cantons forming the Swiss Confederation. The Council of States (german: Ständerat, french: Conseil des États, it, Consiglio degli Stati, rm, Cussegl dals Stadis) is the upper house of the Federal Assembly of Switzerland, with the National Council being the lower house. It comprises 46 members. Twenty of the country's cantons are represented by two Councillors each. Six cantons, traditionally called "half cantons", are represented by one Councillor each for historical reasons. These are Obwalden, Nidwalden, Basel-Stadt, Basel-Landschaft, Appenzell Ausserrhoden and Appenzell Innerrhoden. Joseph Deiss (born 18 January 1946) is a Swiss economist and politician who served as a Member of the Swiss Federal Council from 1999 to 2006. A member of the Christian Democratic People's Party (CVP/PDC), he first headed the Federal Department of Foreign Affairs (1999–2002) before transferring to the Federal Department of Economic Affairs (2003–2006). Deiss was elected President of the United Nations General Assembly for its 65th session in 2010. On 14 June 2006, a by-election was held for the vacant seat of Joseph Deiss on the Federal Council, the government of Switzerland. The joint chambers of the Federal Assembly elected Doris Leuthard of the Christian Democratic People's Party of Switzerland in the first round of voting with 133 votes out of 234. Candidates Doris Leuthard, at that time president of her party and member of the National Council representing the canton of Aargau, was the only official candidate for the seat of Joseph Deiss.
