Carl Ingwart Theodor Rynning (1837–1892) was a Norwegian government official and politician. He served as the County Governor of Finnmarken county from 1882 until 1885. Hjartdal
Hjartdal is a municipality in Telemark in the county of Vestfold og Telemark in Norway. It is part of the traditional regions of Upper Telemark and Øst-Telemark. The administrative centre of the municipality is the village of Sauland. The municipality of ''Hierdal'' was established as a municipality on 1 January 1838 (see formannskapsdistrikt). It consists of three parish'es: Hjartdal, Sauland, and Tuddal. Up to the 1500s Hjartdal parish stretched from Rauland in the west and Kongsberg to the east. Counting from west to east, the villages Åmotsdal, Svartdal, Hjartdal, Tuddal, Sauland, Gransherad, Bolkesjø, Jondalen and Lisleherad was at one point included in the same parish. Sometime after 1687 Lisleherad was transferred to former Heddal parish, and last, Gransherad was separated 1860. At the same time the administrative centre was moved from Hjartdal village to Sauland. Norderhov
Norderhov is a former municipality located within Ringerike in Buskerud county, Norway. Municipality Norderhov municipality was established on January 1, 1838 (see formannskapsdistrikt). According to the 1835 census the municipality had a population of 7,234. On 22 April 1852 the city of Hønefoss was separated from Norderhov to constitute a separate administrative unit. In 1857 the rural district Ådal was separated from Norderhov, leaving Norderhov with a population of 6,846. In 1938 a part of Norderhov with 268 inhabitants was moved to Hønefoss, and on 1 January 1964 the rest was merged with Hønefoss, Ådal, Tyristrand and Hole to form the new municipality Ringerike. Norderhov was by far the largest municipality prior to the merger, with a population of 15,143. Johan Blackstad
Johan Blackstad (16 November 1832 – 8 November 1904) was a Norwegian judge and politician for the Conservative Party of Norway, Conservative Party. He was born in Bergen and took the cand.jur. degree in 1857. He was hired in the Norwegian Ministry of Justice and the Police in 1860, and in 1870 he went on to become district stipendiary magistrate in Varanger Peninsula, Varanger. From 1874 to 1882 he served as List of County Governors of Finnmark, County Governor of ''Finnmarkens Amt''. While stationed here he was elected twice to the Storting, Norwegian Parliament from the constituency ''Hammerfest, Vardø og Vadsø''. He left Parliament in 1885 during a very critical time for the Conservative Party. The county governor ( nb, statsforvalteren; nn, statsforvaltaren, lit. ''state administrator'' in English) is a Norwegian government agency that represents the central government administration in every county in Norway. Responsible for a number of supervision and management duties, the governor is the representative of the king and the government of Norway in each county, functioning as the connection between the state and the municipalities. Finnmark
Finnmark (; se, Finnmárku ; fkv, Finmarku; fi, Ruija ; russian: Финнмарк) was a county in the northern part of Norway, and it is scheduled to become a county again in 2024.
