Carl A. Parker
Carl A. Parker (born August 6, 1934) is an American politician. He served as a Democratic member in the Texas House of Representatives from 1962 to 1977 and in the State Senate from 1977 to 1995. His tenure of service included time as Speaker Pro Tempore of the House and President Pro Tempore of the State Senate. The Texas Senate ( es, Senado de Texas) is the upper house of the Texas State Legislature. There are 31 members of the Senate, representing single-member districts across the U.S. state of Texas, with populations of approximately 806,000 per constituency, based on the 2010 U.S. Census. There are no term limits, and each term is four years long. Elections are held in even-numbered years on the first Tuesday after the first Monday in November. In elections in years ending in 2, all seats are up for election. Half of the senators will serve a two-year term, based on a drawing; the other half will fill regular four-year terms. Michael Galloway (politician)
Michael L. "Mike" Galloway (born March 3, 1965) is previously a Republican member of the Texas Senate representing District 4. Galloway defeated Democratic incumbent Carl Parker and became the first Republican to hold the seat since Reconstruction. Biography Galloway is a fifth generation Texan who was born in 1965 and grew up on a small farm near Tomball. By age 16, he was working as a roustabout and a roughneck in the oil fields of Southeast Texas. While still in high school, he began work as an independent oil and gas contractor, and in 1989, at the age of 24, he founded Galloway Energy, an oil and gas production company based in Montgomery County, Texas. Port Arthur, Texas
Port Arthur is a city in Jefferson County within the Beaumont–Port Arthur metropolitan area of the U.S. state of Texas. A small, uninhabited portion extends into Orange County; it is east of Houston. The largest oil refinery in the United States, the Motiva Refinery, is located in Port Arthur. The population of Port Arthur was 53,818 at the 2010 census, down from 57,755 at the 2000 census. By 2020, its population rebounded to 56,039. Early attempts at settlements in the area had all failed. However, in 1895, Arthur Stilwell founded Port Arthur, and the town quickly grew. A quorum is the minimum number of members of a deliberative assembly (a body that uses parliamentary procedure, such as a legislature) necessary to conduct the business of that group.
