Care Quality Commission
The Care Quality Commission (CQC) is an executive non-departmental public body of the Department of Health and Social Care of the United Kingdom. It was established in 2009 to regulate and inspect health and social care services in England. It was formed from three predecessor organisations: * the Healthcare Commission * the Commission for Social Care Inspection * the Mental Health Act Commission The CQC's stated role is to make sure that hospitals, care homes, dental and general practices and other care services in England provide people with safe, effective and high-quality care, and to encourage those providers to improve. It carries out this role through checks during the registration process which all new care services must complete, as well as through inspections and monitoring of a range of data sources that can indicate problems with services. Non-departmental Public Body
In the United Kingdom, non-departmental public body (NDPB) is a classification applied by the Cabinet Office, Treasury, the Scottish Government and the Northern Ireland Executive to public sector organisations that have a role in the process of national government but are not part of a government department. NDPBs carry out their work largely independently from ministers and are accountable to the public through Parliament; however, ministers are responsible for the independence, effectiveness and efficiency of non-departmental public bodies in their portfolio. The term includes the four types of NDPB (executive, advisory, tribunal and independent monitoring boards) but excludes public corporations and public broadcasters (BBC, Channel 4 and S4C). Special Advisers (UK Government)
A special adviser (SpAd) is a temporary civil servant who advises and assists UK government ministers or ministers in the Scottish and Welsh devolved governments. They differ from impartial civil servants in that they are political appointees. Special advisers are paid by the government and appointed under Section 15 of the Constitutional Reform and Governance Act 2010. There are four pay bands for special advisers. Barbara Young, Baroness Young Of Old Scone
Barbara Scott Young, Baroness Young of Old Scone, (born 8 April 1948) is a Scottish Labour member of the House of Lords. She was created a life peer on 4 November 1997 as Baroness Young of Old Scone, of Old Scone in Perth and Kinross. Baroness Young is currently chair of the Woodland Trust. She joined the Trust's Board in January 2016 and became chair on 9 June 2016. She was the Chief Executive of health charity Diabetes UK, a position she took up on 1 November 2010 till September 2015. Jo Williams
Dame Josephine Williams, (born 8 July 1948) is a British administrator and social worker who was the chief executive of Mencap until 1 November 2008. She was chairman of the Care Quality Commission between 2010 and 2012. Career Jo Dillon was born in Fishpool, Bury, Lancashire. She studied Sociology and Social Studies at Keele University. She changed her name to Williams (the name of her partner) whilst working as principal officer for Cheshire Social Services Department in the 1980s. Sir David Behan (born November 1955) is a British public servant who is the current Chair of Health Education England and also Independent Non-Executive Chairman of HC-One. Career Behan began his career as a social worker, progressing as a manager in Wakefield, Avon and Cleveland. Cynthia Bower (born 6 July 1955) is a former manager in the National Health Service, and the first Chief Executive of the Care Quality Commission (CQC) in the United Kingdom, from which she was forced to resign after the Winterbourne View hospital abuse investigation and a resultant investigation by the Department of Health.
