Cardiff North (National Assembly For Wales Constituency)
Cardiff North () is a constituency of the Senedd. It elects one Member of the Senedd by the first past the post method of election. Also, however, it is one of eight constituencies in the South Wales Central electoral region, which elects four additional members, in addition to eight constituency members, to produce a degree of proportional representation for the region as a whole. Boundaries The constituency was created for the first election to the Assembly, in 1999, with the name and boundaries of the Cardiff North Westminster constituency. It is entirely within the preserved county of South Glamorgan. To the north within the boundaries lies North Rural Cardiff and to the south lies the densely populated area of Whitchurch, Rhiwbina, Thornhill etc. The other seven constituencies of the region are Cardiff Central, Cardiff South and Penarth, Cardiff West, Cynon Valley, Pontypridd, Rhondda and Vale of Glamorgan. The Senedd (; ), officially known as the Welsh Parliament in English and () in Welsh, is the devolved, unicameral legislature of Wales. A democratically elected body, it makes laws for Wales, agrees certain taxes and scrutinises the Welsh Government. It is a bilingual institution, with both Welsh and English being the official languages of its business. Cardiff North () is a constituency represented in the House of Commons of the UK Parliament since 2017 by Anna McMorrin of the Labour Party. The 2007 National Assembly for Wales election was held on Thursday 3 May 2007 to elect members to the Senedd, National Assembly for Wales. It was the third general election. Sue Essex
Sue Essex (born 29 August 1945 in Cromford, Derbyshire) is a Welsh Labour politician who was the Member of the National Assembly for Wales for Cardiff North from 1999 to 2007. She was the Welsh Assembly Government Minister for Finance, Local Government and Public Services in the Second Assembly 2003-07 and retired at the 2007 election. D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. Closed list describes the variant of party-list systems where voters can effectively only vote for political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected. If voters had some influence, that would be called an open list.
