Canadian Aviation Regulation Advisory Council
The Canadian Aviation Regulation Advisory Council (CARAC) is the main public consultative body involved in creating and amending the Canadian Aviation Regulations and is a joint effort of Transport Canada and the Canadian aviation industry. The Council holds one plenary meeting per year. The rest of the council's business is conducted through nine Technical Committees, the meetings of which are open to the public. The procedures used by CARAC are governed by the CARAC Management Charter. Technical Committees may also form Working Groups consisting of subject matter experts, to provide reports about areas that require detailed study. Canadian Aviation Regulations
The Canadian Aviation Regulations (CARs) are the rules that govern civil aviation in Canada. Establishment The CARs became law on October 10, 1996, replacing the former Air Regulations and Air Navigation Orders. The authority for the establishment of the CARs is the Aeronautics Act. Both the Act and the CARs are the responsibility of the Minister of Transport and his department, Transport Canada. Transport Canada (french: Transports Canada) is the department within the Government of Canada responsible for developing regulations, policies and services of road, rail, marine and air transportation in Canada. The Canadian Airports Council (CAC) is the Canadian trade association for Canada's airports. It is a division of Airports Council International-North America. Formed in 1991, as the devolution of airports to local control was beginning under Canada's National Airports Policy, the CAC has 54 airport operator members that represent more than 100 airports across Canada. These include all of the non-governmental airports in Canada's National Airports System and other commercial airports in every province and territory. Since 2011, Daniel-Robert Gooch has been the president of CAC in an Ottawa office with six full-time staff. The Canadian Owners and Pilots Association (COPA) (french: Association canadienne des pilotes et propriétaires d'aéronefs) is a federally registered not-for-profit association that provides information and advocacy services for Canadian pilots who fly for non-commercial purposes. COPA has close to 15,000 members which ranks it as the largest aviation association of any kind in Canada. Its mission is to "Advance, promote and preserve the Canadian freedom to fly".
