SS Oshkosh Victory
''SS Oshkosh Victory'' was a United States Victory ship which entered service in the Pacific Ocean shortly after the end of World War II. The ship's US Maritime Commission designation was VC2-S-AP3, hull number 808 (V-808). The ship was built at the California Shipbuilding Yard (Calship) in Los Angeles, California and was delivered on September 10, 1945. SS ''Oshkosh Victory'' was the 808th of the new 10,500-ton class ships known as Victory ships. SS ''Oshkosh Victory'' was built in 96 days, under the Emergency Shipbuilding program. Design Victory ships were designed to replace the earlier Liberty ships, intended solely for use in World War II. They were designed to last longer and serve the US Navy after the war. Victory ships were faster, longer, wider, and taller than Liberty ships, had a thinner stack set farther toward the superstructure, and had a long raised forecastle. SS ''Lane Victory'' is an American Victory-class cargo ship used in World War II, the Korean War and Vietnam War. SS ''American Victory'' is a Victory ship which saw brief service in the Pacific Theater of Operations during the final months of World War II, Korean War from 1951–1954, and Vietnam War from 1966–1969. Built in June 1945, she carried ammunition and other cargo from Los Angeles to Southeast Asia, then ferried cargo, equipment and troops back to the U.S. after the war ended. She survived two typhoons and one hurricane. She circumnavigated the globe once. The United States Maritime Commission (MARCOM) was an independent executive agency of the U.S. federal government that was created by the Merchant Marine Act of 1936, which was passed by Congress on June 29, 1936, and was abolished on May 24, 1950. The commission replaced the United States Shipping Board which had existed since World War I. Whiz Kids was a name given to a group of experts from RAND Corporation with which Robert McNamara surrounded himself in order to turn around the management of the United States Department of Defense (DoD) in the 1960s. The purpose was to shape a modern defense strategy in the Nuclear Age by bringing in economic analysis, operations research, game theory, computing, as well as implementing modern management systems to coordinate the huge dimension of operations of the DoD with methods such as the Planning, Programming, and Budgeting System (PPBS).
