The California State Board of Education is the governing and policy-making body of the California Department of Education. The State Board of Education sets K-12 education policy in the areas of standards, instructional materials, assessment, and accountability. The State Board of Education adopts textbooks for grades K-8, adopts regulations to implement legislation, and has authority to grant waivers of the Education Code. Content standards are designed to encourage the highest achievement of every student, by defining the knowledge, concepts, and skills that students should acquire at each grade level. The California Association of Student Councils (CASC) is a non-profit, student-led youth leadership and advocacy organization. Founded in 1947 by the California Department of Education and now-Association of California School Administrators, CASC has provided a multitude of conferences to students, advisors, and professionals in both California and around the world. Overview The California Association of Student Councils is a youth training/mentoring organization that also lobbies for youth-oriented legislation. It runs over sixty student leadership training events a year training students from elementary, middle, and high school students in leadership and team-building skills. All trainings are peer-to-peer, and thus all directors and counselors at the conferences are students. No Child Left Behind Act
The No Child Left Behind Act of 2001 (NCLB) was a U.S. Act of Congress that reauthorized the Elementary and Secondary Education Act; it included Title I provisions applying to disadvantaged students. It supported standards-based education reform based on the premise that setting high standards and establishing measurable goals could improve individual outcomes in education. The Act required states to develop assessments in basic skills. To receive federal school funding, states had to give these assessments to all students at select grade levels. Standardized Testing And Reporting
The California Assessment of Student Performance and Progress (CAASPP), known until February 2014 as the Measurement of Academic Performance and Progress (MAPP), measures the performance of students undergoing primary and secondary education in California. In October 2013, it replaced the Standardized Testing and Reporting (STAR) Program. Academic Performance Index
The Academic Performance Index (API) was a measurement of academic performance and progress of individual schools in California, United States. The API was one of the main components of the Public Schools Accountability Act passed by the California State Legislature in 1999. It was last updated for the 2012–2013 school year, an on March 15, 2017, the California State Board of Education and the California Department of Education launched a new accountability system to replace the Academic Performance Index to better measure California's education goals. California Charter Academy
The California Charter Academy (CCA) was formerly the largest charter school operator in California, with multiple campuses located throughout the state. CCA opened under the leadership of Mr. C Steven Cox, a former insurance executive. During the charter school's tenure, it ran into many legal confrontations with the California Department of Education (CDE). At one instance, CCA lost a lawsuit regarding withholding of student funding by the CDE due to the passage of a bill which imposed retro-active limitations on educational programs initiated six months before the law went into effect.
