The California Register of Historical Resources is a California state government program for use by state and local agencies, private groups, and citizens to identify, evaluate, register and protect California's historical resources. The register is the authoritative guide to the state's significant historical and archeological resources. The California Register program encourages public recognition and protection of resources of architectural, historical, archeological and cultural significance, identifies historical resources for state and local planning purposes, determines eligibility for state historic preservation grant funding and affords certain protections under the California Environmental Quality Act (CEQA). The Mills Act is a California state law that allows cities to enter into contracts with the owners of historic structures. Such contracts require a reduction of property taxes in exchange for the continued preservation of the property. The history of California can be divided into the Native American period (about 10,000 years ago until 1542), the European exploration period (1542–1769), the Spanish colonial period (1769–1821), the Mexican period (1821–1848), and United States statehood (September 9, 1850–present). California Points of Historical Interest are sites, buildings, features, or events that are of local (city or county) significance and have anthropological, cultural, military, political, architectural, economic, scientific or technical, religious, experimental, or other value. By contrast, ''California Historical Landmarks'' are buildings, structures, sites, or places in California with ''statewide'' historical significance that meet certain criteria. Points of Historical Interest designated after December 1997 and recommended by the State Historical Resources Commission are listed in the California Register of Historical Resources.
