California Proposition 1B (2009)
Proposition 1B was a defeated California ballot proposition that appeared on the May 19, 2009 special election ballot. The measure was legislatively referred to the ballot by the State Legislature. If passed it would have secured additional funding for primary education. Additionally, Proposition 1B would have only passed if Proposition 1A passed as well. Background In February 2009 the State Legislature narrowly passed the 2008–2009 state budget during a special session, months after it was due. As part of the plan to lower the state's annual deficits, the State Legislature ordered a special election with various budget reform ballot propositions, among them Proposition 1B. Karen Bass
Karen Ruth Bass (; born October 3, 1953) is an American politician, social worker and former physician assistant who is serving as the 43rd mayor of Los Angeles since 2022. California Proposition 98 (1988)
California Proposition 98 requires a minimum percentage of the state budget to be spent on K-12 education. Prop 98 guarantees an annual increase in education in the California budget. Prop 98, also called the "Classroom Instructional Improvement and Accountability Act," amended the California Constitution to mandate a minimum level of education spending based on three tests. Test one, used only for 1988 to 1989, requires spending on education to make up 39% of the state budget. Test 2, used in years of strong economic growth, requires spending on education to equal the previous years spending plus per capita growth and student enrollment adjustment. Test 3, used in years of weak economic growth guarantees prior years spending plus adjustment for enrollment growth, increases for any changes in per capita general fund revenues, and an increase by 0.5 percent in state general funds. In California, a ballot proposition is a referendum or an initiative measure that is submitted to the electorate for a direct decision or direct vote (or plebiscite). If passed, it can alter one or more of the articles of the Constitution of California, one or more of the 29 California Codes, or another law in the California Statutes by clarifying current or adding statute(s) or removing current statute(s). Measures can be placed on the ballot either by the California State Legislature or via a petition signed by registered voters.
