California Act To Save Lives
California Assembly Bill 392, officially the California Act to Save Lives and often dubbed the Stephon Clark law, is a California statute, signed August 19, 2019, which reforms California's standard on police use of force. The bill was introduced to the California State Assembly by Assemblymember Shirley Weber in response to the shooting of Stephon Clark and the subsequent decision by the Sacramento County district attorney to treat Clark's death as legally-justifiable. It is the first reform to the state's use of force standard since the standard was first promulgated in 1872. California State Assembly
The California State Assembly is the lower house of the California State Legislature, the upper house being the California State Senate. The Assembly convenes, along with the State Senate, at the California State Capitol in Sacramento. The Assembly consists of 80 members, with each member representing at least 465,000 people. Shirley Weber
Shirley Weber (née Nash; born September 20, 1948) is an American academic and politician serving as the secretary of state of California. She was previously a member of the California State Assembly for the 79th Assembly District, which includes portions of San Diego, Chula Vista, and National City and all of Lemon Grove and La Mesa. Prior to being elected to the Assembly in 2012, Weber served on the San Diego Board of Education, and as a Professor of African-American Studies at San Diego State University. A member of the California Legislative Black Caucus, she is the first African American to be elected to the California State Legislature south of Los Angeles. In December 2020, Governor Gavin Newsom appointed Weber as California's secretary of state, succeeding Alex Padilla, whom he had appointed as California's junior United States senator. Shooting Of Stephon Clark
In the late evening of March 18, 2018, Stephon Clark, a 22-year-old African-American man, was shot and killed in Meadowview, Sacramento, California by Terrence Mercadal and Jared Robinet, two officers of the Sacramento Police Department in the backyard of his grandmother's house while he had a phone in his hand. The encounter was filmed by police video cameras and by a Sacramento County Sheriff's Department helicopter which was involved in observing Clark on the ground and in directing ground officers to the point at which the shooting took place. The officers stated that they shot Clark, firing 20 rounds, believing that he had pointed a gun at them. Police found only a cell phone on him. In the United States, use of deadly force by police has been a high-profile and contentious issue. In 2019, 1,004 people were killed by police shootings according to ''The Washington Post'' and 1,098 people were killed by police in total according to the "Mapping Police Violence" project. A lack of reliable data has made conclusions about race and policing difficult. Several non-government and crowdsourcing projects have been started to address this lack of reliable data. Research has provided mixed results on the extent of racial bias in the police use of deadly force, with some studies finding no racial bias, while other studies conclude there is racial bias in the use of deadly force. Lexipol
Lexipol LLC is a private company based in Frisco, Texas that provides policy manuals, training bulletins, and consulting services to law enforcement agencies, fire departments, and other public safety departments. In 2019, 3500 agencies in 35 U.S. states used Lexipol manuals or subscribed to their services. Lexipol states that it services 8,100 agencies as of March 2020.
