Gulf War
The Gulf War was a 1990–1991 armed campaign waged by a 35-country military coalition in response to the Iraqi invasion of Kuwait. Spearheaded by the United States, the coalition's efforts against Iraq were carried out in two key phases: Operation Desert Shield, which marked the military buildup from August 1990 to January 1991; and Operation Desert Storm, which began with the aerial bombing campaign against Iraq on 17 January 1991 and came to a close with the American-led Liberation of Kuwait on 28 February 1991. On 2 August 1990, Iraq invaded the neighbouring State of Kuwait and had fully occupied the country within two days. Initially, Iraq ran the occupied territory under a puppet government known as the "Republic of Kuwait" before proceeding with an outright annexation in which Kuwaiti sovereign territory was split, with the "Saddamiyat al-Mitla' District" being carved out of the country's northern portion and the "Kuwait Governorate" covering the rest. Varying spe ...

Private Security Company Association Of Iraq
The Private Security Company Association of Iraq (PSCAI) was a nonprofit organization formed and maintained to discuss and address matters of mutual interest and concern to the industry conducting private security functions in Iraq. The PSCAI worked closely with the Iraqi Government, Coalition Provisional Authority and Coalition forces to promote transparency, legitimacy, and accountability for the private security company industry. The PSCAI was dissolved on December 31, 2011. History With the dissolution of the Coalition Provisional Authority (CPA) in June 2004, the office within the CPA (the Private Security Company Working Group) that was responsible for all matters relating to private security companies was also dissolved. The leadership of several private security companies realized that although the office had gone away, the need for a centralized point for all matters relating to private security companies still existed. As a result, on industry initiative, the PSCAI wa ...

Accountability
Accountability, in terms of ethics and governance, is equated with answerability, blameworthiness, liability, and the expectation of account-giving. As in an aspect of governance, it has been central to discussions related to problems in the public sector, nonprofit and private (corporate) and individual contexts. In leadership roles, accountability is the acknowledgment and assumption of responsibility for actions, products, decisions, and policies including the administration, governance, and implementation within the scope of the role or employment position and encompassing the obligation to report, explain and be answerable for resulting consequences. In governance, accountability has expanded beyond the basic definition of "being called to account for one's actions". It is frequently described as an account giving relationship between individuals, e.g. "A is accountable to B when A is obliged to inform B about A's (past or future) actions and decisions, to justify them, and t ...

Academi
Blackwater was an American private military company founded on December 26, 1996 by former Navy SEAL officer Erik Prince. Later Academi was fully integrated into parent company and therefore now operates under the name Constellis. Constellis and its predecessors provide contract security services to the United States federal government. Since 2003, it has provided services to the Central Intelligence Agency. Nisour Square Massacre
The Nisour Square massacre occurred on September 16, 2007, when employees of Blackwater Security Consulting (now Constellis), a private military company contracted by the US government to provide security services in Iraq, shot at Iraqi civilians, killing 17 and injuring 20 in Nisour Square, Baghdad, while escorting a U.S. embassy convoy. The killings outraged Iraqis and strained relations between Iraq and the United States. In 2014, four Blackwater employees were tried and convicted in U.S. federal court; one of murder, and the other three of manslaughter and firearms charges; all four convicted were pardoned by President Donald Trump in December 2020. Blackwater guards claimed that the convoy was ambushed and that they fired at the attackers in defense of the convoy. The Iraqi government and Iraqi police investigator Faris Saadi Abdul stated that the killings were unprovoked. The next day, Blackwater Worldwide's license to operate in Iraq was temporarily revoked. The U.S. Stat ...

Status Of Forces Agreement
A status of forces agreement (SOFA) is an agreement between a host country and a foreign nation stationing military forces in that country. SOFAs are often included, along with other types of military agreements, as part of a comprehensive security arrangement. A SOFA does not constitute a security arrangement; it establishes the rights and privileges of foreign personnel present in a host country in support of the larger security arrangement. Under international law a status of forces agreement differs from military occupation. Agreements While the United States military has the largest foreign presence and therefore accounts for most SOFAs, the United Kingdom, France, Australia, Germany, Italy, Russia, Spain, and many other nations also station military forces abroad and negotiate SOFAs with their host countries. In the past, the Soviet Union had SOFAs with most of its satellite states. While most of the United States' SOFAs are public, some remain classified. NATO has its own proc ...

Private Military Contractors
A private military company (PMC) or private military and security company (PMSC) is a private company providing armed combat or security services for financial gain. PMCs refer to their personnel as "security contractors" or "private military contractors"; they are also referred to by academics and the press as mercenaries. The services and expertise offered by PMCs are typically similar to those of governmental security, military, or police forces but most often on a smaller scale. PMCs often provide services to train or supplement official armed forces in service of governments, but they can also be employed by private companies to provide bodyguards for key staff or protection of company premises, especially in hostile territories. However, contractors that use armed force in a warzone may be considered unlawful combatants in reference to a concept that is outlined in the Geneva Conventions and explicitly stated by the 2006 American Military Commissions Act. The services ...
