The Secretariat of Welfare ( Spanish: ''Secretaría de Bienestar'') is the government department in charge of social development efforts in Mexico. The Secretary of Welfare is a member of the Executive Cabinet, and is appointed at the discretion of the President of the Republic. Agustín Guillermo Carstens Carstens (born 9 June 1958 in Mexico City) is a Mexican economist who has served as the general manager of the Bank for International Settlements since 1 December 2017. He served as governor of the Bank of Mexico from 1 January 2010 to 30 November 2017. In 2011, Carstens, along with Christine Lagarde, was one of the two final candidates to become the managing director of the International Monetary Fund. He previously served as secretary of finance in the cabinet of Felipe Calderón (2006–09), as deputy managing director of the International Monetary Fund (2003–06) and as treasurer of the Bank of Mexico. In 2011 he was included in the 50 Most Influential ranking of Bloomberg Markets Magazine. Genaro García Luna (born July 10, 1968) is a former Mexican government official and engineer. He served as Secretary of Public Security in the federal cabinet of Felipe Calderón. Since his term working for the Mexican government, García Luna has worked as a consultant and businessman evaluating the social, political and financial economics of Mexico and Latin America. He is a partner in the company GLAC, which provides an index to evaluate risk and security conditions. The GLAC index is published in ''El Heraldo de México'' and ''El Financiero''.
