The Business and Professionals Federation of Hong Kong (, abbreviated 工商專聯; BPF) is a non-partisan think tank in the Hong Kong Special Administrative Region of the People's Republic of China. The Group of 89 or Business and Professional Group of the Basic Law Consultative Committee was a conservative political pressure group formed by the conservative business and professional elites led by tycoon Vincent Lo in the Hong Kong Basic Law Consultative Committee (BLCC) and Hong Kong Basic Law Drafting Committee (BLDC) during the drafting period of the Hong Kong Basic Law in the late 1980s. The Hong Kong Special Administrative Region Basic Law Consultative Committee (BLCC; 香港基本法諮詢委員會) was an official body established in 1985 to canvass views in Hong Kong on the drafts of the Hong Kong Basic Law. Background The formation of the Consultative Committee was decided at the first meeting of the Hong Kong Basic Law Drafting Committee (BLDC), for consultation with the Hong Kong people on various drafts of the Hong Kong Basic Law. The membership of the BLCC was completely consisted of Hong Kong persons. 25 of the Hong Kong members of the Drafting Committee formed a Sponsors Committee to work on the formation of the BLCC. Christopher Francis Patten, Baron Patten of Barnes, (; born 12 May 1944) is a British politician who was the 28th and last Governor of Hong Kong from 1992 to 1997 and Chairman of the Conservative Party from 1990 to 1992. He was made a life peer in 2005 and has been Chancellor of the University of Oxford since 2003. Raised in west London, Patten studied history at Balliol College, Oxford. The Hong Kong Special Administrative Region Basic Law Drafting Committee (BLDC) was formed in June 1985 for the drafts of the Hong Kong Basic Law for the Hong Kong Special Administrative Region (HKSAR) after 1997. It was formed as a working group under the National People's Congress. The Drafting Committee had 59 members, of whom 23 were from Hong Kong and 36 were from Mainland, mostly the PRC government officials.
