The Bureau international des expositions (BIE; English: International Bureau of Expositions) is an intergovernmental organization created to supervise international exhibitions (also known as expos or world expos) falling under the jurisdiction of the ''Convention Relating to International Exhibitions''. Founding and purpose The BIE was established by the Convention Relating to International Exhibitions, signed in Paris on 22 November 1928, with the following goals: *to oversee the calendar, the bidding, the selection and the organization of World Expositions; and *to establish a regulatory framework under which Expo organizers and participants may work together under the best conditions. Today, 170 member countries have adhered to the BIE Convention. Expo 2010, officially the Expo 2010 Shanghai China, was held on both banks of the Huangpu River in Shanghai, China, from 1 May to 31 October 2010. It was a major World Expo registered by the Bureau International des Expositions (BIE), in the tradition of international fairs and expositions, the first since 2005. The theme of the exposition was ''"Better City – Better Life"'' and signifies Shanghai's new status in the 21st century as the "next great world city".
