Buffalo is the second-largest city in the U.S. state of New York (behind only New York City) and the seat of Erie County. It is at the eastern end of Lake Erie, at the head of the Niagara River, and is across the Canadian border from Southern Ontario. With a population of 278,349 according to the 2020 census, Buffalo is the 78th-largest city in the United States. The city and nearby Niagara Falls together make up the two-county Buffalo–Niagara Falls Metropolitan Statistical Area (MSA), which had an estimated population of 1.1 million in 2020, making it the 49th largest MSA in the United States. Buffalo is in Western New York, which is the largest population and economic center between Boston and Cleveland. The administrative divisions of New York are the various units of government that provide local services in the State of New York. The state is divided into boroughs, counties, cities, townships called "towns", and villages. (The only boroughs, the five boroughs of New York City, have the same boundaries as their respective counties.) They are municipal corporations, chartered (created) by the New York State Legislature, as under the New York Constitution the only body that can create governmental units is the state. All of them have their own governments, sometimes with no paid employees, that provide local services.
