Baja California (; 'Lower California'), officially the Free and Sovereign State of Baja California ( es, Estado Libre y Soberano de Baja California), is a state in Mexico. It is the northernmost and westernmost of the 32 federal entities of Mexico. Before becoming a state in 1952, the area was known as the North Territory of Baja California (). It has an area of (3.57% of the land mass of Mexico) and comprises the northern half of the Baja California Peninsula, north of the 28th parallel, plus oceanic Guadalupe Island. The mainland portion of the state is bordered on the west by the Pacific Ocean; on the east by Sonora, the U.S. state of Arizona, and the Gulf of California; on the north by the U.S. state of California; and on the south by Baja California Sur. The state has an estimated population of 3,769,020 as of 2020, significantly higher than the sparsely populated Baja California Sur to the south, and similar to San Diego County, California, to its north. Mexican Spanish ( es, español mexicano) is the variety of dialects and sociolects of the Spanish language spoken in Mexican territory. Mexico has the largest number of Spanish speakers, with more than twice as many as in any other country in the world. Spanish is spoken by just over 99.2% of the population, being the mother tongue of 93.8% and the second language of 5.4%. Variation The territory of contemporary Mexico is not coextensive with what might be termed Mexican Spanish. The Spanish spoken in the southernmost state of Chiapas, bordering Guatemala, resembles the variety of Central American Spanish spoken in that country, where is used. The Congress of the State of Baja California ( es, Congreso del Estado de Baja California) is the legislative branch of the government of the State of Baja California. The Congress is the governmental deliberative body of Baja California, which is equal to, and independent of, the executive. The Congress is unicameral and consists of 25 deputies. 17 deputies are elected on a first-past-the-post basis, one for each district in which the entity is divided, while 8 are elected through a system of proportional representation. The Chamber of Deputies ( Spanish: ''Cámara de Diputados'', ) is the lower house of the Congress of the Union, the bicameral parliament of Mexico. The other chamber is the Senate. The structure and responsibilities of both chambers of Congress are defined in Articles 50 to 70 of the constitution.
