Community Rehabilitation Company (CRC) was the term given to a private-sector supplier of Probation and Prison-based rehabilitative services for offenders in England and Wales. A number of CRCs were established in 2015 as part of the Ministry of Justice's (MoJ) Transforming Rehabilitation (TR) strategy for the reform of offender rehabilitation. In June 2020 the government announced it would terminate all CRC contracts by June 2021 and services would be transferred to the newly formed Probation Service run by the government. Transforming Rehabilitation A 2013 White Paper, "''Transforming Rehabilitation: A Strategy for Reform''" set out the government's intention to outsource the supervision and rehabilitation of low and medium risk of serious harm offenders to Community Rehabilitation Companies to be established by the private and charitable sector. Probation
Probation in criminal law is a period of supervision over an offender, ordered by the court often in lieu of incarceration. In some jurisdictions, the term ''probation'' applies only to community sentences (alternatives to incarceration), such as suspended sentences. In others, probation also includes supervision of those conditionally released from prison on parole. An offender on probation is ordered to follow certain conditions set forth by the court, often under the supervision of a probation officer. During the period of probation, an offender faces the threat of being incarcerated if found breaking the rules set by the court or probation officer. Transforming Rehabilitation
Transforming Rehabilitation (TR) was the name given to a white paper issued by the UK Ministry of Justice (United Kingdom), Ministry of Justice in May 2013, and to a programme of work from 2013 to 2016 to enact the strategy outlined in the paper. TR is concerned with the supervision and rehabilitation of offenders in England and Wales. National Probation Service
The Probation Service (formerly the National Probation Service) for England and Wales is a statutory criminal justice service, mainly responsible for the supervision of offenders in the community and the provision of reports to the criminal courts to assist them in their sentencing duties. It was established in its current form by the Criminal Justice and Court Services Act in April 2001, but has existed since 1907 as a set of area-based services interacting at arm's length with central government. The current Probation Service was created on 26 June 2021 following the Ministry of Justice withdrawing the contracts of 21 privately-run Community Rehabilitation Companies (CRCs). The Transfer of Undertakings (Protection of Employment) Regulations 2006 known colloquially as TUPE and pronounced , are the United Kingdom's implementation of the European Union Transfer of Undertakings Directive.
