A constituent assembly (also known as a constitutional convention, constitutional congress, or constitutional assembly) is a body assembled for the purpose of drafting or revising a constitution. Members of a constituent assembly may be elected by Direct election, popular vote, drawn by sortition, appointed, or some combination of these methods. Assemblies are typically considered distinct from a regular legislature, although members of the legislature may compose a significant number or all of its members. The current Constitution of Bolivia ( es, Constitución Política del Estado; literally, the ''Political Constitution of the State'') came into effect on 7 February 2009 when it was promulgated by President Evo Morales, after being approved in a referendum with 90.24% participation. The referendum was held on 25 January 2009, with the constitution being approved by 61.43% of voters. It is the 17th constitution in the country's history; previous constitutions were enacted in 1826, 1831, 1834, 1839, 1843, 1851, 1861, 1868, 1871, 1878, 1880, 1938, 1945, 1947, 1961, and 1967. The 2009 Constitution defines Bolivia as a unitary plurinational, and secular (rather than a Catholic, as before) state, formally known as the Plurinational State of Bolivia. A constitutional referendum was held in Bolivia on 25 January 2009, postponed from the initially planned dates of 4 May 2008 and then 7 December 2008. Drafted by the Constituent Assembly in 2007, the new constitution was approved in the referendum according to an exit poll by Ipsos Apoyo for ''La Razón'' and ATB, a Bolivian television network. Furthermore, it required early elections to be held on 6 December 2009. History Under President Evo Morales, the Constituent Assembly was elected on 2 July 2006. The referendum should originally have taken place on 6 August 2007, but the Assembly's validity was extended until 14 December 2007. The 1938 Bolivian National Convention was a meeting of the unicameral Bolivian legislature composed of an elected constituent assembly made up of the Chamber of Senators and Chamber of Deputies. The politics of Bolivia takes place in a tree of a presidential representative democratic republic, whereby the president is head of state, head of government and head of a diverse multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the two chambers of parliament. Both the Judiciary and the electoral branch are independent of the executive and the legislature. After the 2015 election, 53.3% of the seats in national parliament were held by women, a higher proportion of women than that of the population.
