Bobbie R. Allen
Bobbie R. Allen (July 26, 1922 – November 17, 1972) was a U.S. Government Official, Air Safety Investigator and Naval Aviator. As Director of the Bureau of Aviation Safety at the Civil Aeronautics Board – later the National Transportation Safety Board – Allen spearheaded the use of flight data recorders and laid the groundwork for what would become the Aviation Safety Reporting System. At the time of Allen's retirement from the NTSB in 1968, the airlines of the world had the best safety record in their history and United States scheduled carriers had their best safety record since 1954. Charles S. Winnsboro is a city in Franklin County, Texas, Franklin and Wood County, Texas, Wood counties in northeastern Texas, United States, north of Tyler, Texas, Tyler. The population was 3,434 at the 2010 census, down from 3,584 at the 2000 census. Settlement of Winnsboro began in the 1850s with a post office established between 1854 and 1855. Geography Winnsboro is located in northeastern Wood County and southwestern Franklin County at . It is in Northeast Texas.
