Binghamton City Hall is a historic city hall located at Binghamton in Broome County, New York. The building was designed by Ingle & Almirall in the Second Empire style. It is a five-story masonry structure with basement. The city hall was built in 1897–1898. It features a mansard roof and prominent cupola. Government Plaza is a building complex in Binghamton, New York containing the offices for the City of Binghamton, Broome County and New York State. The complex is located in Downtown Binghamton on the block bounded by State, Hawley, Isbell and Susquehanna streets. It was constructed as part of a massive urban renewal plan in Binghamton through the late 1960s and early 1970s. Government Plaza is composed of three buildings which come together to form a U-shaped complex: * the towering 18-story State Office Building, which is the tallest building in the Southern Tier region of New York * the Edwin L. Raymond F. Almirall (1869–1939) was an American architect of the Beaux-Arts period, practicing in New York City. Life and career Almirall was born in New York in 1869. He studied architecture at Cornell University and at the Ecole des Beaux Arts in Paris. In 1896 he established an architectural firm in New York City with John W. Ingle, Ingle & Almirall. The firm lasted until the end of 1900, when Almirall opened an independent office. In the mid-teens, Almirall made Philip Alain Cusachs a member of his new firm, Almirall & Cusachs, which lasted into the 1920s.
