Biketawa Declaration
The Biketawa Declaration is a declaration agreed to by all the leaders of the Pacific Islands Forum constituting a framework for coordinating response to regional crises. The declaration takes its name from the Kiribati islet of Biketawa, where the Forum Leaders met in a retreat to discuss, agree and adopt measures for collective security. The declaration was agreed to at the 31st Summit of Pacific Islands Forum Leaders, held at Kiribati in October 2000 in the regional context of the 2000 Fijian coup d'état and ethnic tensions in the Solomon Islands. It commits Forum members to eight core values, including good governance, liberty of the individual, democratic processes and indigenous rights. Where these values are breached, the Forum Secretary-General and members will develop a response, which may include mediation, institutional support, or targeted measures (sanctions). Pacific Islands Forum
The Pacific Islands Forum (PIF) is an inter-governmental organization that aims to enhance cooperation between countries and territories of Oceania, including formation of a trade bloc and regional peacekeeping operations. It was founded in 1971 as the South Pacific Forum (SPF), and changed its name in 1999 to "Pacific Islands Forum", so as to be more inclusive of the Forum's Oceania-spanning membership of both north and south Pacific island countries, including Australia. It is a United Nations General Assembly observer. 2021 Samoan Constitutional Crisis
A constitutional crisis began in Samoa on 22 May 2021 when O le Ao o le Malo (Head of State) Tuimalealiʻifano Vaʻaletoʻa Sualauvi II issued a proclamation purporting to prevent the Legislative Assembly from meeting in the wake of the general election in April 2021. Court rulings had upheld the election results, giving a parliamentary majority to the Faʻatuatua i le Atua Samoa ua Tasi (FAST) party, led by Fiamē Naomi Mataʻafa. On 24 May 2021, a makeshift ceremony was held outside of Parliament to swear in Mata'afa as prime minister. On 23 July the Court of Appeal declared that the ceremony was binding and that FAST had been the government since that date. Henry Puna
Henry Tuakeu Puna (born 29 July 1949) is a Cook Islands politician, and the current secretary-general of the Pacific Islands Forum. He was Prime Minister of the Cook Islands from November 2010 to October 2020. Since 2006 he has been leader of the Cook Islands Party. Puna was elected to the Parliament of the Cook Islands at the 2005 Manihiki by-election. He lost his seat at the 2006 election, but regained it in the CIP victory at the 2010 election which saw him elected prime minister. During his time as prime minister, he held various ministerial portfolios, including Foreign affairs, Marine Resources, and Energy. In June 2020 Puna announced his intention to stand down as prime minister in September to compete for the role of secretary-general of the Pacific Islands Forum. COVID-19 Pandemic

2016 Nauruan Parliamentary Election
Parliamentary elections were held in Nauru on 9 July 2016. On 10 June 2016, the Parliament was dissolved by President Baron Waqa after it completed its three-year term. Speaker Ludwig Scotty called the elections for 9 July, with nominations taking place between 19 and 25 June 2016. Electoral system The 19 members of Parliament were elected from eight multi-member constituencies using the Dowdall system, a version of ranked voting; voters ranked candidates, with the votes counted as a fraction of 1 divided by the ranking number (e.g. a candidate ranked second will be scored as ½); the candidates with the highest total are elected. Nauru Government Crackdown On Opposition (2014–2015)
In January 2014, Nauru's President Baron Waqa fired the country's only magistrate Peter Law, and cancelled the visa of its Chief Justice Geoffrey Eames (both Australian-based justices). Law was fired after issuing an injunction to temporarily halt the deportation of three foreign nationals. Eames issued an injunction in an unsuccessful attempt to temporarily halt Law's deportation. Eames was in Australia at the time and his visa was cancelled, preventing his return to Nauru. In the same month, the application fee for visas for foreign journalists was raised from $200 to $8000. In May and June 2014, Waqa suspended 5 of the 7 members of Nauru's Opposition from Parliament indefinitely.
