Best Loser System
The Best Loser System refers to the method used in Mauritius since the 1950s to guarantee ethnic representation across the entire electorate in the National Assembly (Mauritius) without organising the representation wholly by ethnicity. Methodology The island's Constitution provides for 8 additional seats (often called "Best Loser" or "Correctional" seats) to prevent under-representation of minority ethnic groups. The methodology is applied by the Office of the Electoral Commission after the proclamation of detailed results of each General Elections. The main steps are described as follows: 1. Based on the ethnic composition of the island dating back to the 1972 census the representation of 4 ethnic communities is compared to the ethnic composition of the elected members. National Assembly (Mauritius)
The National Assembly (french: Assemblée nationale) is Mauritius's unicameral legislature, which was called the Legislative Assembly until 1992, when the country became a republic. The Constitution of Mauritius provides for the parliament of Mauritius to consist of the President and the National Assembly. The parliament of Mauritius is modelled after the Westminster system of parliamentary democracy, where members of parliament are voted in at regular general elections, on the basis of a first past the post system. The working language of the National Assembly is English. 2019 Mauritian General Election
General elections were held in Mauritius on 7 November 2019. The result was a victory for the Mauritian Alliance (a coalition of the Militant Socialist Movement (MSM), Muvman Liberater, Alan Ganoo Movement and Plateforme Militante), which won 42 of the 70 seats. Pravind Jugnauth of the MSM remained Prime Minister. Electoral system The National Assembly has 62 elected members elected in 20 three-seat constituencies and one two-seat constituency (the island of Rodrigues). The elections are held using the block vote system, whereby voters have as many votes as there are seats available. In addition to the elected members, the Electoral Supervisory Commission has the power to appoint a further eight members. The additional members are chosen from amongst the unsuccessful candidates who received the highest number of votes, and are appointed with the aim of balancing the parliamentary representation of different ethnic groups. Christian Harold Richard Duval (born 15 June 1968) is a politician and former Private Parliamentary Secretary (PPS) of Mauritius. He is more commonly known as Richard Duval. Early life, education & career Richard Duval grew up with his mother Jacqueline Dalais in the southern part of Mauritius. He was later adopted by politician Sir Gaëtan Duval. Following his secondary education at St. Joseph's College in Curepipe he travelled to France where he learned how to train horses under Robert Collet's guidance. Given his familiarity with the Mauritius Turf Club he opened a new stable called ''Écurie Richard Duval'' in July 1994 soon after his return to Mauritius. 2014 Mauritian General Election
General elections were held in Mauritius on 10 December 2014 and resulted in a landslide victory for the Alliance Lepep coalition, which secured 47 of the elected seats under the leadership of Sir Anerood Jugnauth, while the PTR– MMM alliance under Navin Ramgoolam only got 13 seats. Sir Charles Gaëtan Duval QC (9 October 1930 – 5 May 1996) was a barrister, statesman and politician from Mauritius who was the leader of the Parti Mauricien Social Démocrate (PMSD). Early life and education Duval was born in Rose Hill on 9 October 1930. He was born in an upper middle-class Creole family of mixed ancestry. His father Charles was a civil servant and his mother Rosina Henrisson (1902-1989) was a housewife. In 1933 when Gaëtan was only 3 years old his father died and thus his uncle Raoul raised him. The young Duval attended Saint-Enfant-Jésus RCA primary school and the Royal College of Curepipe. He then travelled abroad to study law at Lincoln's Inn (UK) and at the Faculty of Law of (Paris). He then joined the Mauritian Bar to practice as Barrister and became known during high profile cases. Karl Auguste Offmann, GCSK (25 November 1940 – 12 March 2022) was a Mauritian politician who briefly served as the president of Mauritius from 2002 to 2003. After two of his successive predecessors had resigned over their refusal to sign a controversial anti-terrorism bill, the parliament elected Offmann to serve as the third president on 25 February 2002. Paul Raymond Bérenger GCSK, MP (born 26 March 1945) is a Mauritian politician who was Prime Minister of Mauritius from 2003 to 2005.
