Bernie Finn
Bernard Thomas Christopher Finn (born 14 April 1961) is a former Australian politician who was a member of the Victorian Legislative Council representing the Western Metropolitan Region from the election of November 2006 until he lost in the November 2022 election. He was previously the member for the electoral district of Tullamarine in the Victorian Legislative Assembly from October 1992 until September 1999. Political career Finn was originally a member of the Democratic Labor Party (DLP). In 1980, aged 19, he was the DLP candidate for the federal seat of Corangamite. Soon after, he left the DLP and joined the Liberal Party. In 1983 he was the Liberal candidate for the federal seat of Burke. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. A carbon pricing scheme in Australia was introduced by the Gillard Labor minority government in 2011 as the ''Clean Energy Act 2011'' which came into effect on 1 July 2012. Emissions from companies subject to the scheme dropped 7% upon its introduction. As a result of being in place for such a short time, and because the then Opposition leader Tony Abbott indicated he intended to repeal "the carbon tax", regulated organisations responded rather weakly, with very few investments in emissions reductions being made.
