Bernard Kincaid
Bernard Kincaid (born June 5, 1945) is an American politician who is the former Mayor of Birmingham, Alabama, elected in 1999. In 2007 he was defeated in a bid for re-election, winning only 8% of votes. He was succeeded by Larry Langford. Early life and education Kincaid was born in the Birmingham neighborhood of Pratt City, Alabama, the son of a coal-miner. He began his political career early, being elected president of his fifth-grade class at South Pratt Elementary School. He was also president of the Miles College Student Government Association during his senior year of college. He graduated from Western Olin High School in 1962 and received his undergraduate degree from Miles College in 1970. He went on to earn an M.A. from Miami University in Ohio (1971), a Ph.D. from the University of Alabama (1980), and a Juris Doctor from the Birmingham School of Law (1994). The office of mayor of Birmingham, Alabama, was established with the incorporation of the city in 1871. Robert Henley was appointed by Governor Robert B. Lindsay to a two-year term. Until 1910, the Mayor presided over an ever-expanding Board of Aldermen who generally campaigned on the same ticket. Progressive reformers lobbied for a change in the form of government that year, resulting in the creation of a five-member Board of Commissioners (later reduced to three members). The President of the Commission, though not formally holding the title, was widely acknowledged as "Mayor" under that system. As Birmingham grew, it eventually became the county seat of Jefferson County. Before Birmingham, the county seats were established first at Carrollsville (1819–1821), then Elyton (1821–1873). Sigma Pi Phi (), also known as The Boulé, founded in 1904, is the oldest fraternity for African Americans among those named with Greek letters. The fraternity does not have collegiate chapters and is designed for professionals at mid-career or older. Sigma Pi Phi was founded in Philadelphia, Pennsylvania. The fraternity quickly established chapters (referred to as "member boulés") in Chicago, Illinois and then Baltimore, Maryland. The founders included two doctors, a dentist and a pharmacist.
