Benjamin S. W. Clark
Benjamin S. W. Clark (May 27, 1829 – October 19, 1912) was an American merchant and politician from New York. He was the first New York State Superintendent of Public Works. Biography He was born in Franklin County, New York, to Samuel Smith Clark (1801–1870) and Jane Ann (Wead) Clark (1806–1872) on May 27, 1829. Samuel Smith Clark was Franklin County Clerk from 1832 to 1834. Samuel's father was Benjamin Clark who was First Judge of the Franklin County Court from 1825 to 1829. In 1851, Benjamin S. W. Clark married Adaline W. Meigs. He was Cashier of the Farmers National Bank of Malone. He was Franklin County Treasurer from 1858 to 1860, and later Clerk for the Board of Supervisors of Franklin County. In March 1876, he was appointed by Governor Samuel J. New York State Prison Inspector
The Inspector of State Prisons was a statewide elective office created by the New York State Constitution of 1846. At the 1847 New York state election, three Inspectors were elected and then, upon taking office, so classified that henceforth every year one Inspector would be elected to a three-year term. The Prison Inspectors appointed wardens and keepers and supervised the prison administration in general. They were required to visit jointly four times a year each one of the state prisons. Besides, each one of the Inspectors was allotted the special care to one of the then existing three state prisons (Auburn State Prison, Sing Sing State Prison and Clinton State Prison) where he had to attend to business for at least one week per month. New York State Department Of Public Works
The office of Superintendent of Public Works was created by an 1876 amendment to the New York State Constitution. It abolished the canal commissioners and established that the Department of Public Works execute all laws relating to canal maintenance and navigation except for those functions performed by the New York State Engineer and Surveyor who continued to prepare maps, plans and estimates for canal construction and improvement. The Canal Board (now consisting of the Superintendent of Public Works, the State Engineer and Surveyor, and the Commissioners of the Canal Fund) continued to handle hiring of employees and other personnel matters. The Barge Canal Law of 1903 (Chapter 147) directed the Canal Board to oversee the enlargement of and improvements to the Erie Canal, the Champlain Canal and the Oswego Canal. Daniel Magone
Daniel Magone (January 12, 1827 – September 4, 1904) was an American lawyer who was Collector of the Port of New York during the first administration of United States President Grover Cleveland. Early life Magone was born in Oswegatchie, New York into an Irish Catholic family. Career Magone became a member of the New York Canal Commission during the governorship of Samuel Tilden, in 1875. The next year he served as chairman of the Democratic Party (United States) state committee. During Tilden's unsuccessful run for the presidency versus Rutherford B. Hayes in 1876, he was a delegate at the Democratic National Convention. In January 1878, he was nominated by Governor Lucius Robinson to be Superintendent of Public Works but was rejected by the New York State Senate.
