Belgian Ministry Of Economic Affairs
The FPS Economy, SMEs, Middle Classes, and Energy ( nl, FOD Economie, KMO, Middenstand en Energie , french: SPF Économie, PME, Classes moyennes et Énergie, german: FÖD Wirtschaft, KMU, Mittelstand und Energie), more commonly known as the FPS Economy, is a Federal Public Service of Belgium. It was created by Royal Order on February 25, 2002, as part of the plans of the Verhofstadt I Government to modernise the federal administration. It is responsible for contributing to the development, competitiveness and sustainability of the goods and services market, ensuring the position of the Belgian economy at the international level, promoting trade by fair economic relations in a competitive market, collecting, processing and disseminating economic information. Royal Order (Belgium)
In Belgium, a Royal Decree (RD) or Royal Order () ( Dutch), Arrêté Royal (French), or Königlicher Erlass (German) is a federal governmental decree exercising legislation, or powers the legislature has delegated to the King as secondary legislation. Under the Constitution of Belgium, the King cannot act alone. While the monarch is vested with executive power, he is required to exercise it through his ministers. Hence, while Royal Orders are issued with the King's signature, they must be countersigned by a minister to be valid. In turn, the countersigning minister assumes political responsibility for the order. Its implementation usually begins on the date that it is published in the Belgian Official Journal. Verhofstadt I Government
The Verhofstadt I Government was the federal government of Belgium from 12 July 1999 to 12 July 2003. It was the first government headed by Prime Minister Guy Verhofstadt (VLD). It consisted of the Flemish Liberals and Democrats (VLD), the French-speaking Liberal Reformist Party (PRL), the Flemish Socialist Party (SP), the French-speaking Socialist Party (PS), the Flemish green party Agalev and the French-speaking green party Ecolo. Because it comprised liberals, socialists and greens it was also known as a "purple-green" coalition. It was the first liberal-led coalition in Belgium since 1938, as well as the first since 1958 that did not include a Christian Democratic party.
