Barbara McIlvaine Smith
Barbara McIlvaine Smith is an American politician. A Democrat, she is a former member of the Pennsylvania House of Representatives, representing the 156th district from 2007 to 2010. She previously served on the West Chester, Pennsylvania Borough Council and was the Council's vice-president from 2004 to 2006. She is an enrolled member of the federally recognized Sac and Fox Nation of Oklahoma. Early life and career McIlvaine Smith is a lifelong resident of Chester County, graduating from West Chester Henderson High School in 1968 and from West Chester University in 1995 with a degree in Elementary Education. She taught 4th grade at Penn Wood Elementary, and environmental education at the Brandywine Valley Association. She and her husband, Robert, incorporated their business, Brandywine Water Systems Inc., in 1980. Together they owned and operated the business until his death in 2007. 2005 Pennsylvania General Assembly Pay Raise Controversy
In the early morning hours of July 7, 2005, the Pennsylvania General Assembly passed pay increases for state lawmakers, judges, and top executive-branch officials. The vote took place at 2 am without public review or commentary and Governor Ed Rendell signed the bill into law. The raise increased legislators' base pay from 16% to 34% depending on position. Provisions The pay raise included a provision allowing legislators to take their raises immediately in the form of "unvouchered expenses." This provision was included due to the Pennsylvania Constitution's clause prohibiting legislators from taking salary increases in the same term as which they are passed. State courts have ruled similar legislation to be constitutional on three separate occasions. Pennsylvania House Of Representatives Elections, 2006
The 2006 elections for the Pennsylvania House of Representatives were held on November 7, 2006, with all districts being contested. Necessary primary elections were held on May 16, 2006. Members elected in 2006 were inaugurated on January 2, 2007. State Representatives are elected for two-year terms, with the entire House of Representatives up for a vote every two years. While initial results of the elections showed the Republicans holding onto a one-seat majority in the state house, the race in the 156th district in Chester County had only 19 votes separating the candidates. A further count of provisional ballots and absentee ballots gave the Democrats a victory in the 156th district by 23 votes.
