Balvi Municipality
Balvi Municipality ( lv, Balvu novads) is a municipality in northern Latgale, Latvia. The municipality was formed in 2009 from parts of the Balvi District, by merging Balvi parish, Bērzkalne parish, Bērzpils parish, Briežuciems parish, Krišjāņi parish, Kubuļi parish, Lazduleja parish, Tilža parish, Vectilža parish, Vīksna parish and the town of Balvi, which became the administrative center. As a part of the 2021 Latvian administrative reform, the municipalities of Balvi, Baltinava, Rugāji and Viļaka were merged into the new Balvi Municipality. Coincidentally, the new municipality shares the same borders as the former Balvi District. Administrative Divisions Of Latvia
The current administrative division of Latvia came into force on 1 July 2021. On 10 June 2020, the Saeima approved a municipal reform that would reduce the 110 municipalities and nine republic cities to 43 local government units consisting of 36 municipalities (''novadi'') and seven state cities (''valstspilsētas, plural''). On 1 June 2021, the Constitutional Court of Latvia ruled that the annexation of Varakļāni Municipality to Rēzekne Municipality was unconstitutional. In response, the Saeima decided to preserve the existence of Varakļāni Municipality as a 43rd local government unit. Previous municipal reforms after the restoration of Latvian independence were enacted in 2009 and 1990 (when parishes were restored). Viļaka Municipality
Viļaka Municipality ( lv, Viļakas novads, ltg, Vileks nūvods) is a former municipality in Latgale, Latvia. The municipality was formed in 2009 by merging Kuprava Parish, Medņeva Parish, Susāji Parish, Šķilbēni Parish, Vecumi Parish, Žīguri Parish and Viļaka town; the administrative centre being Viļaka. The population in 2020 was 4,472. On 1 July 2021, Viļaka Municipality ceased to exist and its territory was merged into Balvi Municipality.

Rugāji Municipality
Rugāji Municipality ( lv, Rugāju novads; ltg, Ruguoju nūvods) is a former municipality in Latgale, Latvia. The municipality was formed in 2009 by merging Rugāji Parish and Lazdukalns Parish, the administrative centre being Rugāji. The population in 2020 was 2,061. On 1 July 2021, Rugāji Municipality ceased to exist and its territory was merged into Balvi Municipality.

Baltinava Municipality
Baltinava Municipality ( lv, Baltinavas novads) is a former municipality in Latgale, Latvia. The municipality was formed in 2009 by reorganization of Baltinava parish the administrative centre being Baltinava. The municipality was located in the northeast of the country and bordered with Viļaka municipality in the north, Pytalovsky District of Pskov Oblast of Russia in the east, Kārsava municipality in the south, and Balvi municipality in the west. On 1 July 2021, Baltinava Municipality ceased to exist and its territory was merged into Balvi Municipality.
