Ballot Collecting
Ballot collecting, also known as "ballot harvesting" or "ballot chasing", is the gathering and submitting of completed absentee or mail-in voter ballots by third-party individuals, volunteers or workers, rather than submission by voters themselves directly to ballot collection sites. It occurs in some areas of the U.S. where voting by mail is common, but some other states have laws restricting it. Policy in the United States As of July 2020, 26 states allow specified agents to collect and submit ballots for another voter. Usually such agents are family members or persons in the same household. 13 states neither enable nor prohibit ballot collection as a matter of law. Among those that allow it, 12 have limits on how many ballots an agent may collect. Absentee Ballot
An absentee ballot is a vote cast by someone who is unable or unwilling to attend the official polling station to which the voter is normally allocated. Methods include voting at a different location, postal voting, proxy voting and online voting. Increasing the ease of access to absentee ballots is seen by many as one way to improve voter turnout through convenience voting, though some countries require that a valid reason, such as infirmity or travel, be given before a voter can participate in an absentee ballot. The 2018 United States elections were held on Tuesday, November 6, 2018. These midterm elections occurred during Republican Donald Trump's term. A special election was held on September 10, 2019, to fill the vacancy in North Carolina's 9th congressional district in the United States House of Representatives for the remainder of the 116th United States Congress. The seat had been vacant since the opening of the 116th Congress, following the refusal of the North Carolina State Board of Elections to certify the results of the November 2018 election in the district due to allegations of electoral fraud. Because of the allegations, the race received substantial national attention. In the original election, Mark Harris, a Republican, led Democrat Dan McCready by 905 votes in the unofficial returns for the 2018 North Carolina's 9th congressional district election.
