Bailey Olter (27 March 1932, Mwoakilloa, Pohnpei, Federated States of Micronesia – 16 February 1999) was a Micronesian political figure. He was elected to the Senate of Micronesian Congress from Ponape district. He served as Vice President of the Federated States of Micronesia from 1983 to 1987, and as the third president of the Federated States of Micronesia from 1991 to 1996. He suffered a stroke in July 1996 ending his capacity to carry out his office; his Vice President Jacob Nena Jacob Nena (10 October 1941 – 6 July 2022) was a Micronesian politician who served as the fourth President of the Federated States of Micronesia from 1996 to 1999. Mwoakilloa
Mwoakilloa (or Mokil previously named Wellington Island or Duperrey Island, after Louis Isidore Duperrey) is an inhabited atoll in the central Pacific Ocean. Geographically, it belongs to the Caroline Islands and is a district of the outlying islands of Pohnpei of the Federated States of Micronesia. Mwoakilloa lies 153 kilometres east of Pohnpei and approximately 113 kilometres northwest of Pingelap. The almost-rectangular atoll is 4.5 kilometres long and 2.8 kilometres broad. The atoll consists of the three islands ''Uhrek'', ''Kahlap'' (Capitol), and ''Mwandohn'', forming a central lagoon of approximately 2 square kilometres in area. Only the northeast island Kahlap is inhabited, with the town facing the lagoon. The total area of all islands is approximately 1.24 square kilometres. The Congress of Micronesia was a bicameral legislature in Trust Territory of the Pacific Islands from 1964 to 1979. History The Congress was established on 28 September 1964, when the US Secretary of the Interior Stewart Udall issued order no. 2882. It replaced the previous Council of Micronesia, which had been based outside the Trust Territory in Guam. The first elections were held in January 1965. The Congress was initially composed of a House of Delegates and General Assembly, which were later renamed the Senate and House of Representatives.
