Azra Jafari
Azra Jafari ( fa, عذرا جعفری) is an Afghanistani politician and women rights advocate who became the first female mayor in Afghanistan appointed by President Hamid Karzai in December 2008. She became the mayor of Nili, a town in Daykundi Province of Afghanistan. She belongs to the Hazara ethnic group. Personal life Jafari completed her high school in Iran while living there as a refugee and continued her education at Midwifery school in Kabul 2005. After the removal of the Taliban in late 2001 and the establishment of the new western-backed Karzai administration, she returned and participated in the ''Emergency Loya Jirga'' in Kabul. Career Azra Jafari was editor-in-chief of Afghan social and cultural magazine ''Farhang'' in 1998. Nili, Afghanistan
Nili ( prs, نیلی ) is the capital city of Nili District in Daykundi Province of Afghanistan. The town of Nili is at 2,022 m altitude. The Nili Airport is located next to the town. The weather conditions in the winter are severe and the roads are difficult. Due to Nili's geographical inaccessibility and acute security problems, it was not until April 2007 that the United Nations opened an office in Nili of UNAMA (United Nations Assistance Mission in Afghanistan). The town lies almost in the geographical center of the country and the Hazarajat region. The entire population of the district and the town consists of the Hazara ethnic group. A jirga ( ps, جرګه, ''jərga'') is an assembly of leaders that makes decisions by consensus according to Pashtunwali, the Pashtun social code. It is conducted in order to settle disputes among the Pashtuns, but also by members of other ethnic groups who are influenced by them in present-day Afghanistan and Pakistan. Historically, a ''loya jirga'' or a "great council" has been convened in order to elect a new head of state, approve a new constitution or resolve critical issues.
